Dear Neighbors,
As the crisp autumn air settles over Wappinger and the vibrant colors of fall surround us, I want to take a moment to express my heartfelt gratitude. I am truly honored to have once again earned the trust of our neighbors in securing a second term leading our community. These last two years have truly been the honor of a lifetime to serve my hometown as your Town Supervisor.
Together, over the course of my first term, this administration has undertaken the largest capital works initiative in our Town’s history, prevented thousands of units of overdevelopment, preserved hundreds of acres of open space, and restored accountability to Town Hall; all while maintaining Wappinger as the most affordable Town in Dutchess County.
Looking ahead, I am excited to continue the progress we’ve made and to keep getting things accomplished for you. This past month, I presented the Town Supervisor’s Tentative Budget to the Town Board, which reflects our commitment to fiscal responsibility, innovation, and community service. We are proud to announce that through this proposed budget, we will be launching a brand-new online building permit system through our Code Enforcement Office, introducing new cellular reading technology to give residents real-time water usage data in the United Wappinger Water District, and implementing short-term rental management software to ensure compliance and community harmony.
As we continue to improve our Senior Center, I have proposed a 28% increase in funding toward the expansion of our Senior enrichment programs, and our Buildings and Grounds Department will soon begin operating under a new five-year capital asset plan to better maintain and improve Town facilities. We are maintaining our commitment to enhanced law enforcement patrols, and have budgeted for the paving of seven miles of Town roads in 2026. Additionally, we’re allocating resources toward our community’s celebration of our Nation’s 250th anniversary, commemorating the independence of the United States of America.
These are just a few of the highlights forecasted in this Town Supervisor’s Tentative Budget—all while remaining under the New York State Tax Cap at 1.82% and with only $9,216,325.16 of our total $21,359,768.06 budget being levied on property taxpayers.
As we enter this season of gratitude and giving, I encourage everyone to take part in our Town Food Drive to help the 75+ Wappinger families who rely on the Zion Food Pantry each week. Together, we can ensure that every family in our community has a warm meal to share this holiday season.

CHELSEA ON HUDSON HISTORICAL ROADSIDE MARKER UNVEILING CEREMONY

WAPPINGERS FALLS, NY, November 4, 2025 - The Wappingers Historical Society in conjunction with the Town of Wappinger proudly announces the installation and unveiling of a Chelsea on Hudson historical roadside marker in the hamlet of Chelsea, NY. The CHELSEA ON HUDSON marker commemorates the long and flourishing history of this hamlet located in the Town of Wappinger. The Wappingers Historical Society, along with town officials, will unveil and dedicate the marker on Saturday, November 15, 2025 at 11:00am in the hamlet square. The public is invited to attend this ceremony.
The hamlet of Chelsea was originally known as Low Point and derived its name from a low point of land extending into the river. Later known as Carthage Landing, this once bustling port along the Hudson River was the location of the Town of Wappinger’s first railroad station. By the mid-1800s, the hamlet grew to include a Post Office, school, two churches, stores and a hotel, and was home to several hundred residents. Supervisor Cavaccini Visits the Second Graders at Vassar Road Elementary School Today on the Eve of Election Day!
Their current unit on Citizenship couldn’t be more timely! The Supervisor talked about the rights and responsibilities that come with being a good citizen, including one of the most important: voting.🗳️
The students were full of thoughtful questions about what it’s like to be a candidate, how we handle difficult situations, his role as Town Supervisor, and how he first became involved in public service.

A New Roll-off Truck Joins the Wappinger Highway Department Fleet Saving Taxpayers over $250,000 Annually!
As announced in his Budget Address, Town Supervisor Joseph D. Cavaccini announced the Town Board purchasing a new rolloff truck for the Recycle Center, bringing the carting of refuse in house saving taxpayers over $250,000 per year. Councilman Al Casella joined in to see the new truck get delivered.

The Town of Wappinger proudly dedicated the gardens at the entrance of the Edge Hill Manor neighborhood in honor of Lou and Caroline DiCocco, who have spent decades beautifying this gateway to their community.
Town Supervisor Joseph D. Cavaccini worked alongside neighbors to coordinate yesterday’s dedication ceremony, which included the unveiling of a new plaque in the gardens..

Fourth Ward Councilman Al Casella joined numerous Town residents in recognizing the couple’s lifelong contributions. The DiCoccos, longtime small business owners who operated Sunburst Antiques on Route 9, have been pillars of our community. Lou also served for many years on the Town’s Recreation Commission with Town Supervisor Cavaccini, where he strongly advocated for the beautification of Wappinger.

Wappinger Town Hall Goes Pink for Breast Cancer Awareness Month
Town Supervisor Joseph D. Cavaccini and the Town Board have directed the illumination of the front of Wappinger Town Hall to be pink in support of all residents and their families who have had, continue to fight, or lost their battle to breast cancer. This illumination raises awareness and in recognition of all of those who struggle with this horrific cancer.

Stay Warm with HEAP Apply Starting November 17, 2025
Nights have been turning colder. Don't stress about heat this winter. Income-eligible Dutchess County residents may be able to receive assistance with heating bills through the Home Energy Assistance Program (HEAP). An application can be submitted via mybenefits.ny.gov starting Monday, November 17th. Those 60+ can submit a paper application to our office at 114 Delafield Street, Poughkeepsie, NY 12601.

What an incredible night on the historic Wappingers Falls Junior High football field for the Wappinger Wildcats Super Bowl Game! I was honored to welcome the hundreds of families who came out to cheer on our young athletes and had the privilege of doing the coin toss between the Eagles and the Panthers.

James Thomas was a close childhood friend of mine who lost his battle with mental health in 2018. The funds raised today will go directly toward mental health advocacy and education for children in our community.

The 2025 Town of Wappinger Trunk or Treat, Haunted House, and Costume Contest at Brexel-Schlathaus Park was a huge hit! Hundreds of families came out for an afternoon of fun, fright, and community spirit. From creative trunks and incredible costumes to the chills of our Haunted House, it was full of laughter and Halloween magic.

Carnwath Fall Festival
🍁 The fall festivities continued today at Carnwath Farms Historic Site & Park for our annual Carnwath Fall Festival, proudly hosted in collaboration with the Friends of Carnwath and the Sports Museum of Dutchess County!
Over 300 residents and families joined us on this beautiful autumn day to celebrate community and the season. Guests enjoyed live music, pumpkin picking, and a variety of delicious local foods while taking in the sights of our scenic historic park. Many took part in tours of this breathtaking property and the Sports Museum of Dutchess County, learning about our Town’s deep history and heritage.
A crowd favorite was the visit from the Town’s Cedar Hill Ranch, which brought along live animalsfor children and families to meet and enjoy! From nature to history, the day was filled with laughter, community spirit, and the warmth of fall in Wappinger. 🎃🍂🐴
