RP-459-c forms coming soon!

We’ll publish the RP-459-c series of forms and instructions for 2024 in the coming days.

Included with these forms will be the new RP-459-c-Wkst, Income Worksheet for Exemption for Persons with Disabilities and Limited Incomes, for applicants who do not file income tax returns. The guidance on 467 for non-filers will also apply to Form RP-459-c-Wkst.

When to submit Form RP-5100 for access to the Online Assessment Community

With the new year comes new local appointments and hires who will need access to the Online Assessment Community.

Please keep in mind that to request an account, or to add a municipality to your existing account, you must submit Form RP-5100, Request for Secure Access. For more information on when to submit Form RP-5100, see our website.

To ensure timely processing of your request, please bear in mind the following:

  • Make sure your form is complete and legible. Form RP-5100 is a PDF fill-in form. You can complete it electronically, save it, and email it to real.property@tax.ny.gov.
  • Assessors and county directors. A copy of your official appointment notice must be on file with ORPTS before the request for access can be processed. See How to submit a copy of my official appointment notice
  • The request must be signed by the applicant. Local authorization from the assessor or county director is required for all staff.
  • To grant elevated access to staff in an assessor’s or county director’s office, the assessor or county must email a request to real.property@tax.ny.gov.
  • To access STAR reports, county staff must submit written permission from the assessor of each municipality they are seeking access to.
  • Per NYS law only assessors and county directors may access the NYS Tax Return Deceased Report (Report #10).

We process all requests in the order they are received. In general, you should expect that we will grant access within five to seven business days. The applicant will receive an email with instructions when the request has been processed.

We appreciate your patience during this very busy time.
