STAR switch letters going to homeowners this week
We’re mailing letters to STAR exemption recipients who had 2021 income between $250,000 and $500,000.
For the vast majority of those homeowners, we were able to switch them to the STAR credit without the homeowners taking any action.
Form RP-5217-PDF: Improving the user experience
It’s not uncommon for individuals to contact us with issues opening Form RP-5217-PDF, Real Property Transfer Report. As you know, the form includes a 2D barcode. For the 2D barcode to generate properly, users need to open it in Adobe Acrobat Reader.
Previously, if you simply clicked a link to open the form, it would open in your browser, rather than in Acrobat Reader. As a result, many users were receiving this error message:

We’re working to clarify that error message.
In the meantime, we’ve updated the webpage where users can access Form RP-5217-PDF. Instead of opening the form, users will now download it and follow the instructions to open the form in Acrobat Reader. For users who still encounter challenges, we’ve provided specific troubleshooting tips for each of the four major web browsers: Chrome, Edge, Firefox, and Safari.

Final Reminder: STAR third party forms due June 1
Do you have STAR third party forms that you haven’t previously transmitted to us?
To accommodate seniors who have requested notification of a third party regarding STAR, please provide us with copies of Form RP-425-TPN, Request for Mailing of Notice to a Third Party Regarding Enhanced STAR Exemption. Please do not send copies of forms that you have previously provided to us.
You can provide the forms to us in any of the following ways:
- Scan the RP-425-TPN forms and email them to IVPForms@tax.ny.gov
- Fax the forms to 518-457-0866.
- Mail the forms to:
