Good cause update

There was a change in the law this year regarding good cause applications for Enhanced STAR exemptions. The change enables ORPTS to send checks directly to those whom ORPTS grants the Enhanced exemption. The checks are for the difference between the Basic and Enhanced exemption savings (also known as differential checks) up to the amount of the senior’s school tax liability.

Therefore, we’ll be sending differential checks to all good cause recipients this year unless:

  • the 2022 school tax bill data submitted to ORPTS by the school district* indicates that the property owner received the Enhanced STAR exemption, or
  • you notify assessor.hotline@tax.ny.gov that the school district already revised the tax bill. (In these cases, please include the senior’s name, SWIS code, and parcel id/print key in your email.)

*In school districts that issue bills around September 1, the tax bill data was submitted to ORPTS earlier this month.

For more information about the good cause program, including questions and answers and the law excerpt, visit Late Enhanced STAR applications due to good cause.

Last call! Oct. 1 is the deadline to apply for Aid for Cyclical Reassessments

If you conducted a 2022 reassessment and your final roll date is July 1, the deadline to apply for state aid is October 1. For details and application forms, see Aid for Cyclical Reassessments.

Everything you always wanted to know about full value measurement…

At last week’s Assessor Association Conference, ORPTS Central Region Director Kate Garbutt provided an overview of full value measurement. (County Directors, you’re in for a treat next month.)

As part of the presentation, Kate walked the audience through the Simulator PDC Report.

Whether you attended the conference or not, we think you’ll find this document to be a great reference for the upcoming PDC and FVM processes: 2023 Full Value Measurement and Pre-Decisional Collaboration.

Reminder: Use the 9-digit zip when mailing to Albany

ORPTS’s Albany headquarters is in a new location, but our mailing address is the same. However, it’s critical that you use the 9-digit zip code when sending anything to us in Albany.
