STAR Check Identification Process

As was discussed in the two webinars held this week, attached is a script that will help identify properties where a STAR exemption was approved subsequent to the taxable status date for the 2015 school levy.  The owners of these properties will need to register with the Tax Department to receive a STAR check this year.  PLEASE NOTE, this script is for identifying and reporting only; no parcel or exemption data will be altered.  Next week an updated script will be provided to you that will allow you to update exemption data.

 

The contents of the attachment can be copied and pasted into an Interactive SQL session while connected to your RPSV4 database and, when executed, will provide a listing of identified parcels.

 

Let this serve to inform you of the process, provide some level of confidence for those who wish to use (or mimic) the attached script and use this information to frame any outstanding questions you may have.  I will be more than happy to entertain questions regarding this identification process.

The steps herein are listed as they are performed within the attached script for parcels (no Mobile Homes or Cooperatives yet) and are executed in the order presented. The overall criteria is based upon a March 1 Taxable Status Date.

 

This script, as provided April 15 2016, will: 

  1. Create a data table to hold parcels identified as eligible for the STAR Tax Credit Check program (to later be referred to for Reporting and used for Letter generation).
  2. Add a record (row) to the table for each parcel and exemption having an INITIAL YEAR of 2016 or greater on the 2016 Assessment Roll.
  3. Remove those records (rows) from the table having the following conditions (i.e. those that should be allowed to retain a STAR Exemption):
  • Parcels having a BASIC STAR in 2016 and having had a BASIC STAR in 2015, 2014 or 2013 AND had no change in ownership
  • Parcels having a BASIC STAR in 2016 and having had an ENHANCED STAR in 2015, 2014 or 2013 AND had no change in ownership
  • Parcels having an ENHANCED STAR in 2016 and having had a BASIC STAR in 2015, 2014 or 2013 AND had no change in ownership
  • Parcels having an ENHANCED STAR in 2016 and having had an ENHANCED STAR in 2015, 2014 or 2013 AND had no change in ownership
  • Parcels having a NEW PRIMARY OWNER who was an ADDITIONAL OWNER in 2015
  • Add to remaining records to provide informational items to enhance reporting and possible manual intervention by users:
    • Add County Name
    • Add Municipal Name
    • Add School District Code and Name
    • Add Owner Name (Primary) and Mailing Address (3 lines)
    • Add Messaging to guide discretionary manual editing by users:
      • Provide notice parcel had an ownership change, not excluded above, from 2015 to 2016
      • Provide notice parcel did not exist on 2015 Roll…that is, was likely subject to Split, Merge or Parcel Creation on 2016 Roll
      • Provide notice parcel may have had a TRUST or other beneficiary/familial transfer among owners…where a sale exists with condition code A or C
