NYS DEPARTMENT OF STATE ANNOUNCES $18 MILLION IN FUNDING AVAILABLE FOR COMMUNITY PLANNING AND DEVELOPMENT
The NYS Department of State (DOS) Office of Planning, Development & Community Infrastructure this week announced $18 million in available funding for three signature community planning and development programs:
Local Waterfront Revitalization Program ($14 million) The Local waterfront Revitalization program (LWRP) provides grants to develop and implement LWRP plans and Watershed Management Plans to revitalize communities and waterfronts. By providing planning, design and construction funding, this program helps communities breathe new life into their underused waterfront assets in ways that expand public access, improve resiliency, protect natural resources and ensure sustainable revitalization.
Brownfield Opportunity Area ($2 million) The Brownfield Opportunity Area (BOA) program provides planning and pre-development grants to transform known or suspected brownfield sites from liabilities to viable community assets, which in turn support and generate new businesses, jobs, housing and public amenities.
Smart Growth Community Planning Program ($2 million) The Smart Growth Community Planning Program provides grants to communities for countywide and municipal comprehensive plans as well as area plans and zoning that incorporate Smart Growth principles.
Applications must be submitted by July 31, 2025 at 4pm through the State’s Consolidated Funding Application (CFA) portal at https://apps.cio.ny.gov/apps/cfa/. About the Office of Planning, Development & Community Infrastructure
The Office of Planning, Development & Community Infrastructure (OPDCI) increases resilience and sustainable growth of New York communities by advancing land use solutions and targeted investments in critical infrastructure that support community-based development. This is accomplished through effective plan-then-implement programs, providing technical assistance including supplemental support to local governments with limited capacity and Disadvantaged Communities (DAC); coordination with state and federal agencies; and meaningful partnerships with community and education serving nonprofit organizations, academia, private developers, natural resource and social service agencies and other stakeholders.
OPDCI offers a variety of funding opportunities—as well as technical assistance, education and capacity-building—that provide the community infrastructure needed to create vibrant, walkable, sustainable, equitable and resilient places and communities. Programs include the Downtown Revitalization Initiative; NY Forward; Local Waterfront Revitalization Program; Brownfield Opportunity Area; Smart Growth Community Planning; Ocean & Great Lakes; and Long Island South Shore Estuary Reserve, among others. These programs support the State’s climate resilience and sustainability based economic development policies, as well as equity, health, aging, housing, tourism and natural resource protection goals, among others.
