Grant Awards Announced

Water Quality Improvement Project (WQIP) Program

Governor Cuomo, through the Regional Economic Development Council (REDC) initiative, announced $87 million for 95 WQIP projects that will improve water quality, reduce polluted runoff and restore waterbodies and aquatic habitats.   

The WQIP program provides grant funding to municipalities for projects including: municipal wastewater treatment; municipal separate storm sewer systems (MS4); abatement of non-agricultural nonpoint source runoff; land acquisition for source water protection; salt storage; and restoration of aquatic habitats. DEC / NYS Environmental Facilities Corporation Wastewater Infrastructure Engineering Planning Grant (EPG) Program

Governor Cuomo, through the REDC initiative, announced $3.2 million for 72 EPG grants that will provide financial assistance to communities for the initial planning of eligible Clean Water State Revolving Fund (CWSRF) water quality projects.

The EPG program provides funding to municipalities for engineering and/or consultant fees for engineering and planning services for the production of an engineering report. A full list of EPG projects is available on the Environmental Facilities Corporation’s EPG webpage.


EFC Awards Financing for Water and Wastewater Projects

The NYS Environmental Facilities Corporation (EFC) has announced $1.34 Billion in Low-Interest Long-Term Financial Assistance was provided for Water Quality Improvement Projects in New York City during the 2017 calendar year.

In February 2017, the EFC Board of Directors approved $199.1 million in long-term low-interest financing for the City’s Croton Filtration Plant and $416.8 million in long-term low-interest financing for costs associated with improvements at wastewater treatment facilities throughout New York City. An additional $177.0 million in long-term low-interest financing for the Croton Filtration Plant and $546.1 million in long-term low-interest financing for costs associated with improvements at wastewater treatment facilities throughout New York City was approved by the EFC Board in October 2017. These projects span over two federal fiscal years and will enhance New York City’s efforts to provide safe and reliable clean water systems.  

For the 2017 federal fiscal year, the U.S. Environmental Protection Agency allotted New York State $146.3 million for wastewater and water quality-related projects under the Clean Water State Revolving Fund and $39.5 million for the State’s Drinking Water State Revolving Fund.


Clean Water State Revolving Fund and Drinking Water State Revolving Fund Final 2018 Intended Use Plans (IUPs)

The New York State Environmental Facilities Corporation (EFC), DEC, and the Department of Health have prepared the Final Federal Fiscal Year 2018 Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF). The IUPs include lists of projects that may receive financial assistance between October 1, 2017 and September 30, 2018.

EFC is seeking comments from the public by December 29, 2017 regarding projects that were added to the Annual Project Priority List of the Final 2018 CWSRF IUP after publication of the Draft IUP.
