NASSAU FORWARD: A MAJOR ADVANTAGE
How many people do you think are reading this email on a computer they purchased in 1999? Or using a telephone land line to dial into their AOL email? And if you’re reading this email on your cell phone, it’s a safe bet that it doesn’t look like the mobile device below.

Among the most monumental projects in the history of Nassau County government is the ongoing work to replace the County’s antiquated financial system, which was implemented in 1999.
The Nassau Forward Project, led by Comptroller Phillips' office, launched with a comprehensive County-wide Needs Assessment in 2022-2023, followed by selection of new system software 2024. It is a major initiative to replace Nassau County’s financial software system, known as Nassau Integrated Financial System (NIFS), which no longer meets the needs of the County and cannot be updated.
Through Nassau Forward, the Comptroller and a project team comprised of representatives of virtually all County departments, identified and contracted with a highly respected IT and business consulting service to implement a modern government-oriented integrated Enterprise Resource Planning (ERP) software system and environment. The selected product, ADVANTAGE 4.0 by CGI, features increased functionality, reporting, automation, and access to real-time data.

Benefits of the new ERP will include:
- Replacement of network of 40 outdated systems with modern technology will result in improved overall functionality;
- A single centralized database will reduce redundancy and improve accuracy;
- Best in class cybersecurity protection and software support;
- System generated accounting reports;
- Regular software updates, which improve the functionality and provide for the changing accounting rules and requirements;
- Expanded management information capabilities with dashboard-style reporting;
- Integration of financial and operational data will promote efficiency; and
- Major reduction in paper-based processes.
Combined, these benefits will result in greater efficiency and improved on-the-job experience for employees.
Last month, Comptroller Elaine Phillips, County Executive Bruce Blakeman and the project leadership team met with hundreds of users of the current financial system in a Town Hall-style meeting to talk about next steps in the implementation, including testing the system, training users, migrating data and more. The expectation is that the new system will go live in early 2027 for core financial operations, with additional modules being activated through late 2028.

Nassau County Earns the GFOA Certificate of Achievement for Excellence in Financial Reporting, 41st Consecutive Year
The Comptroller’s Office is pleased to report that the highly esteemed Government Finance Officers Association (GFOA) has awarded Nassau County the Certificate of Achievement for Excellence in Financial Reporting for the Annual Comprehensive Financial Report (ACFR) published in 2025 (for fiscal year 2024). This is the 41st consecutive year the County, the Comptroller’s Office and its Accounting Division have earned this prestigious honor.
"Every year, ACFR reporting requirements become more complex as the Governmental Accounting Standards Board (GASB) updates accounting and financial reporting standards for U.S. state and local governments," said Nassau County Comptroller Elaine Phillips. "But every year, our Accounting Division steps up to meet the challenge with extraordinary attention to detail and dedication to excellence.”
The report has been judged by an impartial panel to meet the high standards of the GFOA recognition program, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate the County’s financial story. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting.

 Comptroller's Math, Accounting and Finance Awards
Each year, Comptroller Phillips recognizes outstanding high school students from across Nassau County with the Comptroller’s Math, Accounting & Finance Awards. Last month, the Comptroller and her senior staff honored 40 outstanding high school juniors and 43 accomplished high school seniors.
Math, Accounting and Finance are important skills that are needed in both the government and the private sector. In particular, the Nassau County Comptroller’s Office, which is responsible for ensuring the County operates in a transparent and financially responsible manner, employs individuals such as auditors, accountants, and investigators with such skills. As such, it is critical that we encourage and support students that demonstrate interest in these subject areas.

  Senior Discount Program
The Comptroller’s Senior Discount Program continues to expand. There are now more than 430 local businesses that offer senior discounts. These can be accessed on our Senior Discount portal, and sorted by town or business name, or filtered by business category. The Comptroller’s Office also prints a booklet listing all of the businesses and their discounts for distribution at senior centers and community events County-wide.
