Comptroller Phillips' Audits Improve Efficiency, Ensure Fiscal Responsibility
Conducting audits is one of the most important functions of the Comptroller’s Office and Comptroller Elaine Phillips is proud to lead audits that yield results, save taxpayer dollars and improve services for taxpayers.
Comptroller Phillips and her team conduct audits to ensure that County departments and the companies and agencies they do business with are using taxpayer money efficiently and effectively to promote the common good.
- For example, an audit of the Department of Public Works (DPW) yielded savings of $17.4 million over the last three years through better management of changes during capital projects.
Comptroller Phillips' audits do not only identify problems – they help resolve issues and improve efficiency through insightful observations and targeted recommendations.

Improving constituent services and consumer safety - Nassau County Department of Consumer Affairs’ Licensing Division had a backlog of nearly 6,000 applications for business licenses and renewals, and more than 500 outstanding consumer complaints about businesses when Comptroller Phillips launched her audit of the Division. Today, they are current in both areas and operate in a much more constituent-friendly manner. Thanks to the audit, Consumer Affairs launched a fingerprinting program for home improvement license applicants – a mandate that had been ignored for the past 30 years.

Saving the County money and increasing accountability - Comptroller Phillips’ audit of the County’s use of the EZ Pass toll payment system resulted in the consolidation of multiple EZ Pass accounts and policy changes that eliminated higher-priced tolls-by-mail and improved oversight of EZ Pass use.

Implementing tighter controls on spending for greater accountability - After nearly a century of using old-school cash boxes for petty cash, Nassau County converted to debit-style bank-issued purchasing cards (P-cards) for petty cash under Comptroller Phillips’ leadership.

Improving processes for better use of taxpayer dollars - The Comptroller’s audit of Department of Social Services payments to hotels and motels for temporary housing paved the way for DSS to tighten financial controls by converting a cash card system to a reimbursement basis whereby the County pays the hotels/motels for temporary housing after client stays have been verified.
