COMPTROLLER’S OFFICE RELEASES REVIEW OF THE 2020/21 REASSESSMENT OF PROPERTIES

Dear Neighbor,

I know many of you, as taxpayers, have been frustrated with the County’s complex property assessment system. Among my top priorities when I was elected as your Comptroller, was to ensure that county departments are functioning properly and efficiently, while providing you, the taxpayer, with an accurate, transparent and comprehensive view of county government operations – and this includes the County’s property assessment system. 

My team in the Comptroller’s office launched a review of the 2020/2021 Reassessment of the County’s 386,000 residential and 37,000 commercial properties, early last year, and we kicked off this new year by releasing our findings. The review, which has implications through 2025 and beyond – sheds light on a deeply flawed process and makes recommendations for the improvement of the County’s property assessment process going forward.

Here are some of the reasons why this is important to you, as a taxpayer. During the Review of the 2020/21 Reassessment, auditors found:

The Reassessment and Phase-in resulted in properties with identical assessed values ending up paying vastly different taxes.

The Phase-In Exemption resulted in multiple properties, including high-value residences, paying little to no property taxes in 2020/21, inequitably transferring these tax responsibilities to others.

The Assessment Phase-In delayed the full impact of the Reassessment for five years, until 2024/2025 – which means that taxpayers still have not felt the full effect of the reassessment.
