In September of 2023, Apprentice Donna Palmatier enrolled in the Water Systems Operation Specialist Registered Apprenticeship (RA) program sponsored by New York City Department of Environmental Protection in Kingston, NY. She is completing her related instruction at Ulster County Community College, part of the State University of New York (SUNY) system.
Donna became interested in the program after attending an informational session hosted by the New York City Department of Environmental Protection at a local Board of Cooperative Educational Services (BOCES), where she was a student. She transitioned directly into the Registered Apprenticeship program after high school.
Donna is extremely enthusiastic about her career path and has actively participated in outreach efforts with women’s organizations and schools to promote Registered Apprenticeships. Her success in the program has her on track to become a journeyworker and she expects to complete her two-year apprenticeship program this fall.

 National Apprenticeship Day is on the move! In response to stakeholder feedback, National Apprenticeship Week is being moved to the spring. To help with the shift, there will be a single National Apprenticeship Day, held on April 30, 2025. A week-long celebration is set to resume in 2026.
In honor of National Apprenticeship Day, Commissioner Roberta Reardon will be participating in events to highlight Registered Apprenticeships in New York State. We would love to hear about any events that you are planning, such as an open house, career fair, graduation, or apprentice signing day. Significant progress is being made toward modernizing and expanding New York State’s Registered Apprenticeship program, making it easier for businesses and apprentices! Our team is developing a new database system that will provide expanded data management and enable sponsors to manage their program and apprentice information online.
While this project is still in the beginning stages, we will be looking to gather feedback soon. An important part of this project will be YOU! We want your input and participation in testing as each phase of the project is rolled out.

NYSDOL continues to add staff to support Registered Apprenticeship (RA) throughout New York State. The agency now has dedicated Apprenticeship Navigators in Albany, Plattsburgh, Elmira and White Plains.
The navigator team’s core functions include business outreach, program application assistance, and apprentice recruitment support. They will conduct targeted outreach to grow RA opportunities across all industries, particularly in new and emerging fields. Navigators will also present at industry events and meet with businesses statewide to build rapport and promote the RA program.
Once a business expresses interest in becoming a sponsor, the navigators will provide technical assistance throughout the entire application process. To assist with RA recruitments, prospective apprentices will be identified by navigators through new and creative avenues including marketing through workforce system organizations.
The navigator team will complement and build upon the great work being done by the Apprenticeship team to further promote RA expansion efforts.

The NYS Apprenticeship and Training Council (Council) is committed to promoting excellence in RA through adherence to standards, performance, and the pursuit of continuous improvement. The next Council meeting will be held on Tuesday, May 13, 2025. Details will be shared at a later date and will be posted on the Apprenticeship and Training Council Department of Labor webpage.
