CARES Housing Assistance Program Receives Additional Funding to Extend Emergency Rental Assistance for Nevadans
The Nevada Housing Division (NHD) has received approximately $124 million to provide additional temporary rental and housing expense assistance through the CARES Housing Assistance Program (CHAP). The CHAP program has served approximately 29,000 Nevadans to date. The additional funds are currently expected to help an estimated 20,000 households with rent and utilities.
Approximately 95% of the funds will be distributed by NHD to sub-grantees that currently administer the CHAP program including:
- $93.8 million to Clark County Social Service, serving Clark County
- $10 million to Reno Housing Authority, serving Washoe County
- $14.8 million to the Nevada Rural Housing Authority, serving all areas of the state outside of Clark and Washoe Counties
The remaining 5%, or $6.2 million will be utilized for housing stability services. The funding that will be distributed by the division comes from the state’s $124.6 million share of a total $208 million received through the federal Consolidated Appropriations Act of 2021 for emergency rental assistance. Approximately $83.2 million was allocated directly to cities and counties.
Households earning up to 80% of area median income are eligible for assistance. However, the program prioritizes assistance to those that are unemployed or have not been employed for 90 days, or renters whose incomes do not exceed 50% of area median income. Claimants Encouraged to Report Incorrect or Fraudulent 1099-Gs
Today, the Nevada Department of Employment, Training and Rehabilitation (DETR) announced that 1099-G forms were sent out at the end of January as required by law. DETR is aware of and understands the concerns and questions claimants may have regarding receipt of an inaccurate 1099 form due to potential fraud. Separate 1099-G forms were mailed for both UI and PUA benefits to the address on file. Claimants can update their address in both systems: ui.nv.gov for UI and EmployNV.gov for PUA. 1099-Gs also will be available in your EmployNV message center or UInv documents by mid-February 2021. Individuals who believe they have received an incorrect 1099-G from DETR can file a report online with the agency by visiting detr.nv.gov, selecting the Unemployment Fraud tab on the left under “Quick links” and then clicking on “1099-G Correction Request.” Once a request is filed with the agency, nothing else is required by the reporting party. DETR will work as fast as it can to investigate inaccuracies and reissue corrected forms. If claimants do not receive a corrected 1099-G in time to file taxes, the IRS is recommending that individuals file their tax return with the correct amount and then have documentation ready if the IRS contacts the filer about the discrepancy. “We know Nevadans are concerned and have questions regarding these 1099’s. The IRS is aware of the magnitude of this issue. Our recommendation is for claimants to file their tax returns with their correct information. And we suggest all claims filers keep records of the payments their received, if any. We ask for the public’s patience and cooperation as it will take time for our team to fix and reissue corrected forms to all impacted claimants,” said Lynda Parven, Administrator of DETR’s Employment Security Division. Some helpful tips for those who receive an incorrect 1099:
- It is important you accurately report the income actually received on a tax return and keep a copy of the income notice sent to the IRS and all related records for the federal agency.
- To view a list of DETR recommended identification documents, visit https://detr.nv.gov/Page/Unemployment_Fraud and click on “Additional Resources.”
- Filers should make sure to keep documents as it may be a YEAR before the IRS contacts you.
- If you discover your tax return was incorrect after it is filed, you must file an amended return. The IRS may charge penalties and interest if you do not pay the correct amount to the IRS by April 15, 2021.
- Free tax preparation assistance (list of providers) is available to low income taxpayers on the IRS website at https://irs.treasury.gov/freetaxprep/.

"Employ NV Business Hubs" Open to Help Businesses Recover and Grow
Two new employer-focused centers called "Employ NV Business Hubs” now are open to help Southern Nevada businesses recover and grow during and after the pandemic. The business hubs are conveniently located inside the Vegas Chamber offices in downtown Las Vegas and at the Las Vegas-Clark County Library District's Sahara West Library. Workforce development professionals staff the hubs and can help local employers access no-cost solutions offered through the public workforce development system, such as talent recruitment, training assistance, financial incentives for hiring Nevadans, and more. The "Employ NV Business Hubs" are a coordinated effort between Workforce Connections (Southern Nevada's Local Workforce Development Board), the Nevada Department of Employment, Training, and Rehabilitation (DETR), the Nevada Department of Business and Industry, the Vegas Chamber, and the Las Vegas-Clark County Library District. Low-Income Residents Ages 60+ May Apply Now At Several City Of Las Vegas Centers
The Utility Tax Rebate Program is a program offered by the city of Las Vegas to low-income seniors who reside within the city limits. Applications may be filed with the city through March 15, 2021. Application forms are not available online; applicants must apply at one of the centers listed below. Residents can call 702-229-1515 to make an appointment.
Seniors ages 60+ who qualify receive a rebate on the franchise tax they paid for local utilities throughout the 2020 year. These utilities include electric power, land-line telephone and natural gas. Applicants must make an income of less than $16,500 for an individual or $18,900 for those filing married/head of household. Applicants must bring copies of their 2020 local NV Energy, Southwest Gas and CenturyLink/Cox Communications telephone bills, photo identification proof of income, proof of bill payment and other supporting documentation to fill out an application. Identification and bills must match physical address. Low-income homeowners ages 60+ who qualify also may apply for a partial rebate of the annual sewer bill on their primary residence located within the city of Las Vegas.

The 31st Special Session of the Nevada Legislature enacted Senate Bill 3, which provides for a one-time tax amnesty program for businesses or individuals doing business in Nevada who may have an existing tax liability. The amnesty period began Feb. 1, 2021, and ends May 1, 2021. Businesses or individuals may pay the delinquent tax online using a credit card or debit card, or by sending a check by mail. NV Energy prices went down effective Jan. 1, 2021, for Southern Nevada customers. The Public Utilities Commission of Southern Nevada recently approved the second part of an agreement reached earlier in 2020 in the company's general rate case filing that results in a $93 million rate decrease.
