Ceremonial Flag Placement Day
 The ceremonial placement of flags on veterans' graves at the Southern Nevada Veterans Memorial Cemetery was canceled this year. This is too important a tradition and must be upheld. That is why I am working with veterans and local leaders to make this happen.
If you would like to join us, you can meet us Saturday, May 23, at 6:30 a.m. at the Southern Nevada Veterans Memorial Cemetery, located at 1900 Veterans Memorial Drive in Boulder City, Nevada.

 A big thanks to the Faith community and City Serve Las Vegas for providing much needed free testing while we open up our state. On May 16, they had to turn away volunteers because so many showed up throughout the faith community. Mayor Pro Tem Michele Fiore and I showed up with Pinkbox Doughnuts for everyone. City Of Las Vegas Offers New Programs To Help Businesses
New Grant Offers Up To $4,000 To Qualifying Businesses
Commercial Centers Will Be Included In The Safe Sidewalks Program
The city of Las Vegas is offering two new programs to assist the local business community as it reopens under operating regulations of Phase 1*. The first, a grant program, will provide direct funds to small businesses impacted by the guidance and restrictions from the Governor’s orders for business operations and in accordance with the Southern Nevada Health District’s guidance.
This emergency grant will be funded by the city of Las Vegas through $4 million in funds received by the Coronavirus Relief Fund of the CARES Act. Grants will be a maximum of $4,000 and will need to go to fund expenses associated with personal protective equipment, facility retrofit for health and safety measures or other expenses reasonably needed to prepare the business for reopening or expanded reopening.
To be eligible a business must have an active business license, three to 25 full-time equivalent employees and be committed to upholding all of the recommendations and/or comply with any mandates for reopening from the state of Nevada and the Southern Nevada Health District. Attempts will be made, so that 50 percent of approved applications are located within distressed census tracks and otherwise underserved areas.
In addition, the city will expand the safe sidewalk program announced last week to include commercial centers and commercially zoned property. Businesses in these areas may use the sidewalk and parking lots to meet social distancing guidelines and will not need a permit. Unlike the program last week that covered the downtown solely, this newest program will cover commercial centers across the city. The program is a temporary measure that will continue through Phase 1 and Phase 2.*

Our nation's small businesses are facing an unprecedented economic disruption due to the coronavirus (COVID-19) outbreak. Friday, March 27, 2020, the President signed into law the CARES Act, which contains $376 billion in relief for American workers and small businesses.
Notice: New Eligibility for Economic Injury Disaster Loan and Advance: SBA will begin accepting new Economic Injury Disaster Loan (EIDL) and EIDL Advance applications on a limited basis only to provide relief to U.S. agricultural businesses. To learn more about eligibility and apply, click here.

SBA and Treasury Release Paycheck Protection Program Loan Forgiveness Application
The Small Business Administration (SBA), in consultation with the Department of the Treasury, released the Paycheck Protection Program (PPP) Loan Forgiveness Application and detailed instructions for the application May 15, 2020.
The form and instructions inform borrowers how to apply for forgiveness of their PPP loans, consistent with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). SBA will also soon issue regulations and guidance to further assist borrowers as they complete their applications, and to provide lenders with guidance on their responsibilities.
The form and instructions include several measures to reduce compliance burdens and simplify the process for borrowers, including:
- Options for borrowers to calculate payroll costs using an “alternative payroll covered period” that aligns with borrowers’ regular payroll cycles;
- Flexibility to include eligible payroll and non-payroll expenses paid or incurred during the eight-week period after receiving their PPP loan;
- Step-by-step instructions on how to perform the calculations required by the CARES Act to confirm eligibility for loan forgiveness;
- Borrower-friendly implementation of statutory exemptions from loan forgiveness reduction based on rehiring by June 30;
- Addition of a new exemption from the loan forgiveness reduction for borrowers who have made a good-faith, written offer to rehire workers that was declined.
The PPP was created by the CARES Act to provide forgivable loans to eligible small businesses to keep American workers on the payroll during the COVID-19 pandemic. The documents released today will help small businesses seek forgiveness at the conclusion of the eight-week covered period, which begins with the disbursement of their loans.

Effective April 1, Republic Services is waiving late fees and suspending lien filings and related lien fees for a 90-day period. During this time, the company also will offer payment plans (without late fees or lien fees) to customers who contact them to bring their accounts current. July 1, Republic Services will re-evaluate its position on these issues. There are still no changes to service. Residential bulk item collection continues per the applicable bulk schedules.

Las Vegas City Council Approves Program Allowing Parking Tickets To Be Paid With A School Supply Donation For a Limited Time
Program To Run From June 1 Through 30, 2020
The Las Vegas City Council unanimously voted in favor of allowing parking tickets issued between June 1 and 30, 2020, to be paid with donations of school supplies. Any supplies taken in by the city through the program will be donated to the Public Education Foundation. Those who receive an eligible parking infraction in the city of Las Vegas between June 1 and 30 may satisfy their tickets by bringing new, unwrapped school supplies of equal or greater value to their fine to the Parking Services Offices at 350 S City Parkway. This must be done within 30 days of the citation date and a purchase receipt for the donation is required. In addition, only non-public safety citations are eligible for this program. In July of 2016, the City Council adopted an ordinance authorizing the establishment of this occasional program allowing for charitable donations in lieu of payment for parking fines. Some of the items being accepted include:
