In accordance with 20.2.73.300 NMAC, the New Mexico Environment Department’s Air Quality Bureau (AQB) will be conducting a comprehensive air emissions inventory for calendar year 2026. This bulletin provides information for the required data collection and record keeping through the upcoming year; 2026 data will be reported in early 2027.

Year 2026 is a major and minor source reporting year. Each facility which holds an air quality permit or is registered with a Notice of Intent (NOI) will need to record certain information during the inventory period of January 1, 2026, through December 31, 2026, and report an emissions inventory in early 2027.

Like all AQB emission inventories, owners or operators must report actual annual emissions (permitted values are not accepted) from all routine operations, fugitive emissions, excess emissions, and emissions from malfunctions, startup, shutdown and maintenance events.  In addition, AQB emission inventories require data for criteria pollutants and greenhouse gases.

Greenhouse Gases:  Regardless of federal actions on greenhouse gas emission reporting, New Mexico continues to require greenhouse gas emissions reporting as allowed by NMAC 20.2.73.300 B. which states:

"9. Any source that is requested by the department to submit a report of greenhouse gas emissions shall: 
(a) submit such report on the schedule and according to the greenhouse gas emissions reporting procedures established by the department, but not more often than annually; 

Owners or operators should verify their data collection and record keeping is in place prior to the start of the inventory period to ensure accurate data and documentation. All information and data required to calculate the actual criteria pollutant and greenhouse gas emissions must be accurately collected and records must be maintained. This includes, but is not limited to facility production, materials processed, materials consumed (such as fuel usage), hours of operation, emission factors, unit loads, etc.
