The New Mexico Environment Department has created a series of resource websites specific to response to the COVID-19 Pandemic and managing operations during this time of social distancing and additional protective measures to protect human health and the environment. The Department's landing page for COVID-19 related issues is located here: https://www.env.nm.gov/nmed-resources-for-covid-19/
The Surface Water Quality Bureau has created a specific resource website for issues related to the COVID-19 Pandemic and how it may affect facilities and water and wastewater operators. The website contains information on specific measures EPA is taking with respect to NPDES permitting issues and enforcement of discharges to surface waters in New Mexico. SWQB has also included links to EPA memos on permitting and compliance guidance, links to OSHA requirements, emergency preparedness planning, and other resources as they become available.
If you are aware that issues will affect compliance with your permit, you must contact EPA (Carol Peters-Wagnon [214-665-3145 or peters.carol@epa.gov] for municipal/industrial facilities and Curry Jones [214-665-6793 or jones.curry@epa.gov] for stormwater concerns) and NMED Surface Water Quality Bureau (Sarah Holcomb, Program Manager, 505-827-2798 or sarah.holcomb@state.nm.us).
