Surface Water Quality Bureau

Our mission is to preserve, protect, and improve New Mexico's surface water quality for present and future generations.

The New Mexico Environment Department (NMED) Surface Water Quality Bureau (SWQB) will be providing an overview of the EPA's National Pollutant Discharge Elimination System (NPDES) Construction General Permit (CGP) requirements to provide a refresher to the construction community. The target audience for these presentations will be the owners and/or operators responsible for obtaining permit coverage, so likely attendees would be the signatory authorities and environmental staff for companies covered under the CGP.

Material presented will focus on the eligibility requirements for permit coverage (including Endangered Species Act and National Historic Preservation Act requirements) and a high level overview of the permit and its requirements, including information on SWPPPs (Storm Water Pollution Prevention Plans), water quality information, inspection requirements, corrective action requirements, stabilization measures, and an overview of what NMED and EPA look for during compliance evaluation inspections.

The training will also include an interactive session in order to get hands on with implementation of permit requirements, as well as time for questions and answers. The specific agenda is below:
