Below is a list of what this means for the community.

Essential businesses (non-retail): No capacity restrictions but operations must be limited to only those absolutely necessary to carry out essential functions

Essential retail spaces: 50% of maximum capacity (indoor and outdoor)

Food and drink establishments (if NM Safe Certified): 50% of maximum capacity for indoor dining; 75% of maximum capacity for outdoor dining

Close-contact businesses: 50% of maximum capacity (indoor and outdoor)

Large entertainment venues: 25% of maximum capacity for any indoor/enclosed space on premises; 50% of any outdoor space on premises

Recreational facilities: 25% of maximum capacity of any indoor/enclosed space on the premises; 50% of any outdoor space on the premises

Bars and clubs: 25% of maximum capacity of any outdoor space on premises, where applicable; indoor not permitted
**All other businesses: 50% of maximum capacity (indoor and outdoor)

Houses of worship: May operate at 100% capacity indoors or outdoors should they so choose

Places of lodging: 75% of maximum occupancy for those that have completed NM Safe Certified training; 40% of maximum occupancy for all others; 10 guests maximum for vacation rentals

Mass gatherings limit: 20 persons

Effective Friday, April 30, the health metrics that will be used to determine a county’s risk level will be:
- A new per-capita rate of new COVID-19 cases of no greater than 10 per 100,000 inhabitants over the most recent 14-day reporting period
- An average positivity rate less than or equal to 7.5 percent over the most recent 14-day reporting period
- A county with a fully vaccinated rate at or above a target, beginning at 35% as of April 30 and increasing to 40% for the regularly-scheduled map update on May 5, that will increase 5% every other week as more vaccinations are completed
- As an example, the vaccination rate metric will increase to 45% for the next biweekly map update on May 19

For the purposes of this guidance, people are considered fully vaccinated for COVID-19 ≥2 weeks after they have received the second dose in a 2-dose series (Pfizer-BioNTech or Moderna), or ≥2 weeks after they have received a single-dose vaccine (Johnson and Johnson [J&J]/Janssen ).† |

The following recommendations apply to non-healthcare settings.
Fully vaccinated people can:
- Visit with other fully vaccinated people indoors without wearing masks or physical distancing
- Visit with unvaccinated people from a single household who are at low risk for severe COVID-19 disease indoors without wearing masks or physical distancing
- Refrain from quarantine and testing following a known exposure if asymptomatic
For now, fully vaccinated people should continue to:
- Take precautions in public like wearing a well-fitted mask and physical distancing
- Wear masks, practice physical distancing, and adhere to other prevention measures when visiting with unvaccinated people who are at increased risk for severe COVID-19 disease or who have an unvaccinated household member who is at increased risk for severe COVID-19 disease
- Wear masks, maintain physical distance, and practice other prevention measures when visiting with unvaccinated people from multiple households
- Avoid medium- and large-sized in-person gatherings
- Get tested if experiencing COVID-19 symptoms
- Follow guidance issued by individual employers
- Follow CDC and health department travel requirements and recommendations

Last day to avoid penalties and interest
Bernalillo County Treasurer Nancy Bearce reminds property owners the due date for the second half of the tax bill is Monday, May 10.
Tax payers can access their property tax information and pay their taxes online 24/7.
Property Taxes owed from 2018 will be sent to the state for collections unless paid by June 30. Property tax owner’s delinquent for 2019 and 2020 tax years and experiencing financial difficulties are encouraged to call 505-468-7031 or email the Treasurer’s Office at treasurers@bernco.gov to make payment arrangements.
In accordance with the county’s rules for public buildings during the coronavirus (COVID-19) pandemic, the Treasurer’s Office remains closed for walk-in transactions. The Treasurer’s Office continues to work diligently for Bernalillo County residents.

Working with the Community to Address Behavioral Health
The Bernalillo County Behavioral Health Services Department announced the deployment of its newest Behavioral Health Initiative program, community engagement teams. Community engagement teams (CET) will help individuals and their families voluntarily cope with the effects of living with mental illness and substance use disorders in the comfort and familiarity of their homes and communities. These teams help individuals avoid the criminal justice system and emergency mental health systems whenever possible.
CETs provide a non-emergent, pre/post crisis intervention that occurs when the client is ready and voluntarily agrees to services. CET is a peer-to-peer support system that is focused on enhancing the development of natural supports, as well as coping and self-management skills. Assessor Tanya R. Giddings announces the mailing of the 2021 notice of value statements for business personal property and livestock on April 29. The statements inform property owners of the assessed value of their personal property as of Jan.1.
Property owners have until May 28 to file an appeal, if they disagree with the assessed value. The protest form to appeal the assessed value can be downloaded from the Assessor’s Office Business Personal Property page and the Agricultural page. Appeals can be filed in person using the Assessor’s Office walk-up transaction windows located on the north side of the building at 501 Tijeras Ave. NW. The protest form can also be sent to the Assessor’s Office via email at assessor@bernco.gov or mailed to 501 Tijeras Ave. NW, Albuquerque, NM 87102.

Residents must live outside city limits to qualify for county help
Bernalillo County is now accepting online applications for utility and rental assistance through the Bernalillo County Relief of Emergency Needs for Tenants (RENT) assistance program. Paper applications are also being accepted.
The RENT program makes available $5 million to assist households that are unable to pay rent and utilities due to the coronavirus (COVID-19) pandemic. The funds are provided directly to states, U.S. territories, local governments, and Native American tribes.
The grant, made available to Bernalillo County by the United States Treasury, has been earmarked for qualifying renters outside the city limits of Albuquerque, but within the county. Applicants within the city must apply to the City of Albuquerque’s rental assistance program. Applicants can verify if they are located outside of the city of Albuquerque before applying by using the provided locator Map. The NM Mortgage Finance Authority’s COVID-19 Homeowner Assistance Program can help pay your past-due or current mortgage payments if you are experiencing a financial hardship because of COVID-19. The program provides emergency housing grants to income-eligible households and residents of tribal lands, up to $1,500 per month for a period of up to three (3) consecutive months, to maintain housing and/or to reduce housing cost delinquency. Some mobile/manufactured home lot rental payments may also be covered. MFA will pay your past-due housing payments directly to your mortgage or loan servicer, escrow company or other housing provider. The best part is the assistance does not have to be repaid.

Open to New Mexico professional and amateur artists of all ages
Bernalillo County is looking for original artwork submissions for the Sugar Skull Fun Run, happening later this year on Sunday, Oct. 24. The call for art is open to New Mexico professional and amateur artists of all ages.
The artwork selected will be showcased on t-shirts, face masks, promotional materials, and social media.

- General theme for artwork: Dia de los Muertos (Day of the Dead)
- Must be original artwork created and owned by the artist
- Graphic, two-dimensional illustrations only: JPG, TIFF or PDF are the accepted digital formats for submissions
- Full color and/or black and white designs accepted
- Dimensions: No smaller than 8.5 x 11, no larger than 11 x 17

This year’s Sugar Skull Fun Run will be held both virtually (registered participants can run independently outside of the event) and as an in-person event, dependent upon the current public health orders at that time. More details about the event to come later this summer.

The county has seen a significant rise in illegal dumping throughout Bernalillo County since the beginning of the stay-at-home directives. This trend is particularly troubling because dumping is being reported in populated areas as well as rural open spaces.
Dispose of it Properly
For abandoned cars contact Bernalillo County Zoning at 505-314-0350. In the city, contact City Code Enforcement at 505-924-3850.
Large item pick-up, appliances, furniture, etc., is free to county residents by calling Waste Management at 505-892-1200. Call one week before your scheduled pick-up day. City residents can call 311.
To report illegal dumping along irrigation ditches, contact the Middle Rio Grande Conservancy Districts at 505-247-0234.
Household hazardous waste including paint, pesticides, cleaning solvents, batteries, etc. can be dropped off for free at Advanced Chemical Transport, 6133 Edith Blvd NE, 505-345-1650 or 505-998-4154.
Regarding animals, call the Bernalillo County Animal Care and Resource Center at 505-314-0281. In the city, call City Animal Welfare call 311.

The three finalists for the Tiny Home Village public art project presented their concepts and designs on April 19, 2021. Bernalillo County’s Public Art Program is seeking public comment on the proposals to provide to the Bernalillo County Arts Board for consideration when choosing the finalist. The Arts Board is expected to make a decision on the winning proposal during the June 2021 monthly meeting of the board.
The proposals were posted on Bernco.gov for public review on April 30 2021. Comments will be accepted until May 17, 2021 at 5 p.m.
