Bernalillo County has met the criteria to advance to "Yellow Level" in the Red to Green Framework.
Below is a list of what this means for the community.

- Essential businesses (non-retail): No capacity restrictions but operations must be limited to only those absolutely necessary to carry out essential functions
- Essential retail spaces: 33% of maximum capacity
- Food and drink establishments: 25% of maximum capacity for indoor dining; 75% of maximum capacity for outdoors dining; any establishment serving alcohol must close by 10 p.m. each night
- Close-contact businesses: 25% of maximum capacity or 20 customers at one time, whichever is smaller
- Outdoor recreational facilities: 25% of maximum capacity (unless required to have less capacity under the state’s COVID-Safe Practices)
- Close-contact recreational facilities: Remain closed
- All other businesses: 25% of maximum capacity or 125 customers at one time, whichever is smaller
- Houses of worship: May hold religious services, indoors or outdoors, or provide services through audiovisual means, but may not exceed 33% of the maximum capacity of any enclosed space on the premises
- Places of lodging: 60% of maximum occupancy for those that have completed NM Safe Certified training; 25% of maximum occupancy for all others; five guests maximum for vacation rentals
- Mass gatherings limit: 10 persons, 80 vehicles

New Mexicans may now order free, at-home, self-administered COVID-19 saliva tests, with accurate laboratory-confirmed results returned within 24-48 hours of receipt of the sample.
The free tests are available to New Mexico residents regardless of exposure risk– whether they are symptomatic or asymptomatic, and whether they have come into close contact with a confirmed COVID-19 positive individual or not.
Any New Mexican with access to online video-conferencing through Zoom can receive a test at home, self-administer the test with a virtual testing supervisor through a secure Zoom, and mail the sample back for laboratory processing, all free of charge.
The breakthrough in testing convenience for New Mexicans is a result of a public-private partnership between the state and Vault Health.

Bernalillo County Assessor Tanya R. Giddings would like to remind all property owners that the Notice of Reporting Requirements were shared once a week during the first three weeks of January in the Albuquerque Journal’s legal section, and the requirements apply towards the values currently being prepared by the Office of Assessor for the 2021 Notices of Values that property owners will receive come April and May. This notice outlines the certain provisions concerning reporting property to the Office of the Assessor for valuation and the claiming of available personal and organizational exemptions, and special methods of valuation. The goal of the Office of the Assessor is to ensure all property owners in the county are aware of the statutes and provisions of each section, especially reporting deadlines. Public Art Program Announces Finalists for Tiny Home Village Project
The Bernalillo County Arts Board has approved the recommendations of the selection committee of the top three proposals for a public art project at the Tiny Home Village. The selection committee was made up of representatives from the Albuquerque Indian Center, Arts Board members, local community members, and other stakeholders.
The three finalists are:
- Helen Atkins
- Paula Castillo
- Jodie Herrera
The county has invited the three artists to submit detailed, site-specific proposals for the project and present their ideas to the public. The presentations will take place virtually and will be announced soon. After the three artists present, the Arts Board will select a finalist to create the public art project.

The Middle Rio Grande
A watershed is an area of land where all water that runs off from rain and snowmelt eventually drains to a common waterbody. In Bernalillo County, we live in the Middle Rio Grande Watershed. The health of a watershed impacts water quality, people, plants and animals. Our actions affect the Rio Grande.
Here are some things we can do to help protect our watershed:
- Pick up Pet Waste
- Conserve Water
- Only Stormwater should enter storm drains and arroyos
- Compost Yard Waste
- Recycle
- Plant Native trees and vegetation
- Properly dispose of Household Hazardous Waste

Here’s what you need to know:
- The 2020 monthly payment program ends in March.
- In early May, we’ll send you all the information for the new 2021 pre-payments such as the yearly agreement to sign and return to us and the payment coupons. It’s that easy and there is no service fee for this program!
- We will estimate the 2021 taxes and break them into 10 monthly payments. The first 9 payments will equal 10 percent of the total tax estimate and the final payment will be the remaining balance.

BernCo to Sign Agreement with City of Albuquerque for Championship Soccer Complex at Mesa del Sol Feb. 24, 2021 – Bernalillo County commissioners have directed the county manager to enter into an intergovernmental agreement with the City of Albuquerque for the design and construction of a pro-practice/championship soccer facility at Mesa del Sol, just south of the Isleta Amphitheater.
