Claire Sugihara is a consultant staff member for the New Jersey Department of Environmental Protection where she serves as a Senior Transportation Policy Advisor. She develops and supports DEP’s transportation decarbonization programs across the light-, medium-, and heavy-duty vehicle sectors, with a particular focus on zero-emission vehicles. Her recent projects include developing DEP’s electric school bus grant program, fleet technical assistance program, and medium- and heavy-duty vehicle roadmap.

Sydney Hayes joined CALSTART’s Northeast Regional Office in 2023. Now serving as a Lead Project Manager, Sydney manages the office’s fleet advisory work including New Jersey Fleet Advisor and Mass Fleet Advisor. These programs help businesses and municipalities evaluate how electrification can best fit into their fleet operations. She also supports outreach and program support of the New York Truck Voucher Incentive Program. Prior to joining CALSTART, Sydney worked for Ohio’s Clean Cities Coalition member, Clean Fuels Ohio, as the Policy Analysis and Research Manager.

Sarah Stalcup-Jones joined CALSTART in 2024 as a Project Manager II on the Electric School Bus Team. She serves as the fleet transition planning lead for her team, where she provides technical assistance to school bus fleets across the country by developing fleet transition plans, providing planning support, and connecting them to tools and resources. Sarah has five years of experience in the electric school bus space. Sarah holds a B.A.S. in Environmental Studies and Sustainability and M.S. in Environmental Policy from Drexel University.
