The New Jersey Department of Environmental Protection is beginning the construction phase for the Rebuild By Design Hudson River Project – Sewer System Modifications (SSM).
Field work will be starting the week of May 3rd and will be focused on test pits to identify existing utilities. This work will generally include subsurface exploration using standard drilling techniques and could affect parking and thru traffic throughout the next two weeks during the daytime. Schedules may change due to unforeseen weather conditions.
The project team will engage in the following activities during this time period:
- Mobilizing and beginning test pitting to confirm locations of existing utilities throughout the South Work Area beginning on Newark Street and Sinatra Drive. This work will begin on May 3rd and take place during the daytime between the hours of 8:00am – 6:00pm.
- Test-pitting is limited to a compact work zones and may involve partial lane closures in these areas: Newark Street, River Street, and intersections of River Street at 1st street, 2nd street and 3rd street.
- Subsurface Utility exploration at the intersection of Garden street and 15th street.
- Continuing stakeholder engagement with community groups and residents in the South SSM work zones.
Rebuild By Design Hudson River Construction Maps: Overview and South SSM
The Rebuild By Design Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge. This portion of construction addresses the separation of stormwater structures from the combined sewer system outside of the Resist structure.
Construction is planned to begin in May on the South Work Area of the Rebuild By Design Hudson River Project – Sewer System Modifications Project. Construction in the North Work Area is planned to begin in October 2021. This project will consist of a new storm sewer system, with portions of the existing NHSA combined sewer inlets set to be disconnected and manholes to be sealed and lined. Separation of the stormwater system in the exterior areas will prevent tidal surge backflow into the combined system that could cause flooding on the interior side of the line of protection created by the Resist Structure, once constructed. Stormwater collected in the SSM separated area will gravity flow into the Hudson River.
This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild By Design Hudson River Project.
