As chairwoman of the NJ-CRC, I am proud that New Jersey is recognized as a national leader in cannabis regulation. At recent conferences in Atlantic City and Washington, D.C., our progressive policies, accessibility, and comprehensive resources were praised by regulators, advocates, and industry leaders. These acknowledgements confirm that, despite the challenges all states face, New Jersey is setting the standard.
We welcome genuine critique, but we reject false narratives that diminish the progress made under Governor Murphy’s administration. The safeguards we’ve put in place have built one of the most diverse markets in the nation. While processing timelines are often tied to requirements outside our control—such as FBI background checks and municipal approvals—we’ve guided applicants through the process and launched, with NJEDA and NJBAC, nationally recognized assistance programs.
Industry reminders
Rule waiver requests must be submitted via the available online form. The form standardizes and streamlines the process and ensures operators consider the necessary components of their request. Remember, a request to waive a regulation must meet three criteria. The request:
- Must be consistent with the medicinal or recreational cannabis laws.
- Must be necessary in order to provide access to cannabis.
- Must not pose danger to health or safety.

*Notices of Violation and appeals process
The NJ-CRC may identify violations during an onsite assessment, review of records, or other inspections. After receiving a written Notice of Violation (NOV) describing the findings and nature of the violation, an operator can make corrective actions. If a violation is not corrected, the NJ-CRC Board of Commissioners may impose sanctions, including monetary penalties, suspension, or revocation. License holders are given notice before an enforcement action is to be heard and may appeal or contest a civil monetary penalty or a proposed summary suspension. If the Commission upholds the penalty or suspension, the license holder may appeal to the New Jersey Superior Court, Appellate Division.
