Application timeline. Conditional licenses typically require 4 to 5 weeks for review, while annual licenses can take 12 to 26 weeks. Keep this timeline in mind when planning your budget and staffing.

Application completeness. Incomplete applications will get a Cure Letter—an opportunity to fix errors with your information or documentation. Respond to correspondence from the NJ-CRC promptly to keep your application on track.

Don't overspend early. You don’t need to finish construction or burn through investor funds before your license is approved. Funds could be wasted if the documentation or agreements do not meet regulatory standards.

Compliance over cash. Financial Service Agreements (FSAs) must meet NJ-CRC rules and state law. If they don’t, your application won’t be approved – no matter how much you’ve already spent.

Be realistic. Overpromising capacity or inflating revenue projections can lead to debt. Plan with buffers and grow gradually.

Microbusinesses have advantages. Consider starting small and scaling smart, with a microbusiness. Advantages of microbusinesses include priority application, lower application fees, lower barriers to entry, and you can scale later as needed.

Fingerprint submissions
The NJ-CRC’s Compliance and Investigations Unit oversees the criminal history background checks required as part of the cannabis business licensing and employee badging processes. As part of that process, fingerprint impressions are required to be submitted to the New Jersey State Police (NJSP) and the Federal Bureau of Investigation (FBI). These criminal background checks are to determine if an applicant has been convicted of any disqualifying offenses. The process also ensures the NJ-CRC is notified if an applicant is convicted of a disqualifying offense after application.
All Persons of Interest associated with an application for a cannabis business license or permit in New Jersey are required to submit fingerprints to be used to carry out the background checks. All individuals applying to work in cannabis businesses must also submit fingerprints.

Cannabis consumption areas

The NJ-CRC is now accepting consumption area endorsements for all Class 5 retail operators and expanded Alternative Treatment Center dispensaries! Interested in applying for an endorsement? Cannabis consumption areas must be attached to a licensed dispensary. In addition, they must have municipal approval and comply with strict regulations to ensure public safety.
Note: Entities can only operate one cannabis consumption area, regardless of the number of Class 5 Retailer licenses or medicinal cannabis dispensary permits they hold.
Endorsement application fee: $1,000 total ($200 submission fee + $800 upon approval). Annual licensing fees: $1,000 for microbusinesses and $5,000 for standard businesses.
