BAAS Staff Update:
Frank Beck, Person-Centered Planning Liaison, Money Follows the Person Program – BAAS
Frank Beck joins the Bureau of Adult and Aging Services with 29 years of extensive experience in the health and human services field. He spent the majority of his career working for New Hampshire Health and Human Services (NH DHHS), where he worked in numerous departments and gained comprehensive knowledge of the division's programs, and the populations served. Frank was later recruited by the federal government to work for the New England Regional Office (NERO), serving as the team lead for EBT and SNAP benefits. Known for his effective communication skills and collaborative approach, Frank has a track record of leading projects designed to enhance the lives of public service recipients. In his personal time, he enjoys concerts, camping, and traveling. He has been married for 26 years and has 2 sons.
We are excited to have Frank join our team on November 14!

SNAP and WIC Federal Shutdown Information
Federal shutdown impacts on the Supplemental Nutrition Assistance Program (SNAP) and the Supplemental Nutrition Program for Women, Infants, and Children (WIC) program

Due to the federal government shutdown, November SNAP and WIC benefits may be impacted. Learn more about where to find food assistance.
The Department of Health and Human Services (DHHS) has teamed up with the New Hampshire Food Bank to offer a series of mobile food pantries and food box pick-ups in locations across the state for people who receive SNAP.
These food pantries and pick-ups are for SNAP recipients only and will begin on November 5, 2025.
Individuals must verify that they participate in the SNAP program by showing their EBT card or a notice from DHHS confirming their SNAP participation.
Find the nearest SNAP-only mobile food pantries and food box pickup locations.
Locations are subject to change. Please check back often for updates.
Infant formula and nutritious foods for participating pregnant women and young children are still available through WIC.

The Department of Health and Human Services’ Bureau of Developmental Services and Bureau of Adult and Aging Services is excited to release training webinars for Home and Community Based Services (HCBS) on Person Centered Service Planning and Practices, and Advocacy and Choice. The webinars are intended to improve services for people receiving HCBS by enhancing everyone’s understanding and expectations in supporting individuals using a person-centered approach and informed choice practices. Key topics covered during each training session will focus on person-centered practices and service planning and advocacy and choice.

The New Hampshire Department of Health and Human Services, Division of Long Term Supports and Services (“Department”) is seeking responses to this Request for Applications ("Solicitation" or "RFA") from qualified Vendors to provide housing navigation services to individuals participating in the Money Follows the Person (MFP) program who are seeking to return to a community-based residence from an institutional setting.
Qualified Vendors include organizations with proficiency in providing housing navigation services, including but not limited to:
- Housing search and procurement.
- Landlord engagement.
- Understanding of housing subsidies and rental agreements.
- Knowledge of local, state and federal housing resources.
The Department anticipates awarding up to two (2) contract(s) for the services in this solicitation and seeks a Vendor or Vendors to ensure services are provided statewide in two (2) regions:
- Northern Region: Belknap, Carroll, Coos, Grafton, Merrimack and Strafford counties.
- Southern Region: Cheshire, Hillsborough, Rockingham, and Sullivan counties.

State of the Workforce Survey Reminder |
According to the U.S. Department of Labor, there is a nationwide shortage of Direct Support Workers (DSWs) — the people who provide essential care for older adults and individuals with disabilities. The first step toward addressing this challenge is gathering reliable information.
Does your organization serve older adults and individuals with physical disabilities who use Medicaid waivers, State Plan services, or Older Americans Act programs?
If yes, you have already received an email from staffstability@hsri.org with a link to complete the State of the Workforce survey for your organization.
Please complete the survey by November 17th to help capture the state of the New Hampshire direct support workforce. The survey collects information such as wages, benefits, turnover rate, and more. Help us tell the story of New Hampshire’s direct support workforce.
