 Over the next fiscal year, the DHHS Roadmap 2024-2025 will focus on three major commitments: Invest in People and Culture, Promote Thriving Communities, and Improve Customer Service. The Department will fulfill these commitments through 15 initiatives and 43 goals designed to benefit all New Hampshire communities.
Building on the success of the DHHS Roadmap 2023 , the updated Roadmap is the result of extensive input from community partners and DHHS program areas. The Department looks forward to working with all of our partners to make the DHHS Roadmap 2024-2025 a reality.

CMS: NORC Medicare Current Beneficiary Survey (MCBS) Outreach |
Hello SMP, SHIP, and MIPPA Grantees,
Our CMS colleagues shared some Medicare beneficiaries (less than 30,000) will be contacted as part of an ongoing study called the Medicare Current Beneficiary Survey (MCBS). CMS contracts with the University of Chicago, a respected social science research organization, to conduct the study known as the nonpartisan and objective research organization (NORC).
NORC will contact beneficiaries in coming weeks on the behalf of CMS. This is an exception to typical guidance that CMS will not contact Medicare beneficiaries directly. Please help beneficiaries wishing to verify the study and interviewer by: 1. sharing this email content with your team, 2. advising beneficiaries of the MCBS Respondent page for more information https://mcbs.norc.org/, 3. confirming the letters received match those posted at Medicare.gov MCBS Selection Letter, 4. visiting the following website and enter the interviewer ID number and last name https://www.norc.org/WorkingWithNORC/Pages/survey-participants.aspx, and 5. educating Medicare beneficiaries proactively with details about the MCBS study and resources to verify through your newsletter, social media, and other direct beneficiary communications.
Due to the pandemic, the process may begin with a telephone call, followed by a letter, and then scheduling an interview by phone or in-person. As NORC returns to normal operations, a professional interviewer will contact selected beneficiaries to schedule and complete the MCBS by telephone or in-person. This is an important distinction from previous efforts when CMS would not contact the beneficiary by telephone after the advance letter (rather an interviewer would come to the door).

June 22nd marked the 25th anniversary of the Supreme Court’s Olmstead v. L.C. decision recognizing the right of plaintiffs Lois Curtis and Elaine Wilson and people with disabilities of all ages to live, work, and participate in their communities. As we celebrate the Olmstead decision’s ongoing success in helping thousands of people stay in or return to their communities, we also recommit to fighting to end discrimination and make sure this right is realized.
The right to community living is degraded by persistent underfunding and bias in federal Medicaid law that prioritizes institutional care over home and community-based services (HCBS) creating significant gaps, inconsistencies, and inequities in HCBS across states. This leads to older adults and people with disabilities living in nursing facilities and other institutions when they do not need to be.
