NDPERS Annual Enrollment

Employees can complete their annual enrollment elections for the 2025 plan year starting on Monday, October 14. The last day to complete any annual enrollment elections and submit printed forms to your organization's HR department is Friday, November 1. 

We need your help to make this a successful annual enrollment.

How can you help? Forward annual enrollment emails to employees in a timely manner. Send completed forms to NDPERS at least weekly.  Encourage your employees to join us on October 9 at 10 am CT for a reminder on what changes can be made during annual enrollment. View event. What are the plan changes for 2025?

1. FlexComp Plan: The Medical Flexible Spending Account (FSA) limit increased to $3,200.
2. Dental Insurance: Slight increase in monthly premium. View rates. 
3. Health Insurance: Members enrolled in the High Deductible Health Plan (HDHP) with the Health Savings Account (HSA) have higher total IRS contribution limits, which are the sum of employee and employer contributions.

• Single max: $4,300
• Family max: 8,550
• Age 55+: can continue to set aside an additional $1,000 into their HSA

Important Annual Enrollment Reminders

How can employees use Annual Enrollment to change their NDPERS benefit elections?

• Enroll in insurance plans based on eligibility
• Add or remove dependents
• Modify levels of coverage
• Apply to increase or decrease life insurance coverage
• Sign up for FlexComp – Medical and Dependent Care Flexible Spending Accounts or pretax eligible insurance premiums (Enrollment is required annually if the employee wishes to continue to participate)

How can employees make their benefit elections?

Starting October 14, employees must complete their benefit elections on Member Self Service (MSS). The only exception is the Voya Life Insurance Evidence of Insurability (EOI). Detailed instructions will be shared next week in the Employer Guide.

Your employees are responsible for submitting any forms to your organization’s authorized agent (HR or payroll) to forward to the NDPERS office at least weekly during Annual Enrollment.

What do I need to remember during Annual Enrollment?

• NEW employees, hired during Annual Enrollment, must complete their 2024 benefit elections before making their Annual Enrollment elections for 2025.

• If an employee chooses to enroll in Dental or Vision insurance, the employee may not cancel the dental or vision coverage during the plan year unless employment terminates. This policy applies regardless of whether or not the premium is pre-taxed.

A special enrollment window for temporary employees of large employers will open on November 18 and end on December 6, 2024. If the employee elects coverage during this window, it will be effective January 1, 2025. Detailed information on this opportunity will be provided mid-November.
