NDPERS awards State Health Insurance Contract to Sanford Health Plan

BISMARCK, N.D. – The North Dakota Public Employees Retirement System (NDPERS) Board awarded the state health insurance contract to Sanford Health Plan today. The new two-year state contract will take effect July 1, 2021 and will provide coverage for over 60,000 NDPERS health plan participants residing mostly in North Dakota.

The state health insurance contract will retain the current modified fully-insured structure, and will remain a bundled medical and pharmacy plan. The NDPERS Board will have the option to renew with Sanford Health Plan for two additional two-year contracts for 2023-2025 and 2025-2027.

The NDPERS Board issued the health insurance request for proposal in June 2020. There were fourteen eligible proposals reviewed by NDPERS and its independent health plan consultant, Deloitte.

The Board determined that Sanford Health Plan offered the most competitive bid with the lowest premium cost projection for the state and participating political subdivisions. Additionally, the plan will maintain the current plan design, including the many wellness programs available to the NDPERS members.

Sanford Health Plan has been the state health insurance provider since July 2015.


The uniform group insurance plan is regulated by North Dakota Century Code 54-52.1.  The plan serves state and political subdivision employees, NDPERS retirees, and their families.
