Over the 13 years that NDHFA’s Housing Incentive Fund (HIF) has been in existence, amazing work has been accomplished. We have helped our communities create more than 3,034 housing units which serve individuals and families from all walks of life. The projects have revitalized neighborhoods by transforming blighted and under-utilized properties and created new opportunities for people of all income levels to find a place to call home.
Unlike federal programs with rigid parameters, HIF is a highly flexible funding source. There are a few statutory set asides with HIF, but the program’s allocation strategy was developed by Agency staff to meet the unique housing needs of North Dakota. READ MORE

AFFORDABLE HOUSING DEVELOPMENT AND ASSISTANCE PROGRAMS ACCEPTING APPLICATIONS
- NDHFA is accepting applications for programs that support the development of affordable rental housing and offer homeownership and rental assistance to low-income households.
- Programs include the HOME Investment Partnerships Program, Low Income Housing Tax Credit program, National Housing Trust Fund, and the Housing Incentive Fund.
- The application process for these programs is competitive, with conditional commitments from NDHFA awarded to top-scoring projects. The deadline for submissions is 5 p.m. CDT on September 30, 2024. READ MORE

NEW FARGO APARTMENT COMPLEX HOPES TO HELP ADDRESS AFFORDABLE HOUSING
- Prairie Ridge Apartments are a $24 million apartment complex for residents 55 and up and includes 120 units.
- The affordable housing development is a result of a public-private partnership involving both Lewis & Clark Development Group (LCD Group) and CR Builders with NDHFA.

NDHFA supported the development by issuing multifamily bonds that provided $14.5 million in financing, awarded $1.3 million in federal tax credits through the Low Income Housing Tax Credit program and provided LCD Group with an additional $3 million from the state's Housing Incentive Fund and $2.13 million from the HOME Investment Partnerships Program. YWCA OPENS NEWLY REMODELED HOMES FOR WOMEN GETTING A NEW START
- Cove Lane apartments will provide supportive housing to approximately 12 adults and between 18-23 children.
- To qualify for homes like Cove Lane, people must be homeless or at risk of homelessness.
- NDHFA committed $3 million in HOME-ARP funds allowing YWCA Cass Clay to purchase and begin renovating these apartments in 2023.
- Survivors of domestic violence, dating violence, sexual assault, stalking, or human trafficking are given priority. READ MORE

NEW, AFFORDABLE SENIOR HOUSING OPENS IN FARGO
- Thanks to Beyond Shelter Inc., the Plaza Apartments opened with 39 units for senior households.
- The project received $1.275 million in Low Income Housing Tax Credits.
- The complex has one- and two-bedroom units in addition to a community room with a kitchen, in-unit washer and dryer, and detached garages.
- An additional 172 senior households are on the waiting list. READ MORE

APPLICATION ROUND FOR SUPPORTIVE SERVICES OPENS

HOME-ARP funds provide financial support to eligible non-profit organizations to reduce homelessness and increase housing stability and must benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.
- Approximately $2.6 million in funding is available for supportive service activities.
- The application process for awarding funds is competitive and based on the supportive services threshold and scoring criteria outlined in the allocation plan which can be found HERE.
