Over the last decade, economic growth driven by the energy and agriculture industries has changed the landscape of North Dakota. While the population density isn’t the same as its urban counterpart, rural communities face their own unique housing needs. Contributing factors include labor market needs, demographic trends, and the availability and affordability of existing housing.
We know that communities thrive when the workforce can afford to live and raise their families close to good-paying jobs, but affordable housing is complex, and it takes the work of many to be successful. READ MORE

HOUSING FINANCE AGENCY RANKED A TIER 1 FHA LOAN SERVICER FOR SIXTH CONSECUTIVE YEAR
- The HUD ranking system evaluates FHA servicer compliance with guidelines, intervention requirements, loss mitigation engagement, and reporting, aiming to safeguard borrowers and alert HUD to potential issues. An important indicator of servicer effectiveness is the work-out ratio, demonstrating the ability to work with delinquent borrowers and prevent foreclosures.
- “This distinction underscores our ongoing commitment to helping homeowners work through financial challenges. Homeowners who experience financial difficulties work with NDHFA staff one-on-one to navigate these issues, preserving the stability of their homes, stated Dave Flohr, executive director of NDHFA.”

Out of 624 participating FHA servicers nationwide, NDHFA was one of 147 loan servicers ranked as Tier 1. NDHFA achieved an impressive FY2023 score of 94.06%, reflecting an increase from the previous year’s score of 91.92%. READ MORE

NDHFA TO HOST PROPERTY MANAGEMENT TRAINING
- Targeted to property owners, managers, and compliance staff and will focus on multi-subsidy compliance requirements, effective tenant interviewing, income and asset qualifications under HOTMA rules, and file maintenance.

AFFORDABLE HOUSING PROJECTS AWARDED FUNDING

The Gardenette in Jamestown is a $48 million acquisition and rehabilitation project modifying a 168-single bedroom unit development into 150 units. Phase 1 secured $1.1 million of 9% LIHTCs. Phase 2 received $1,082,900 of 9% LIHTCs, and Phase 3 was awarded $1,032,000 of 4% LIHTCs and $3 million in HIF dollars.

Avalon at Mandan, a $9.4 million new construction project, involves the construction of a 25-unit, two-story rowhome catering to households with children. This infill development received $975,000 in 9% LIHTCs.

NEX Senior in Fargo is a 40-unit senior community. This infill project was awarded $1.1 million in 9% LIHTCs, $1,558,248 in HOME, and $2,852,413.21 in HTF funds.

Dakota Apartments is an eight-unit, new construction apartment building in Cavalier. The $3,075,000 project was awarded $1.7 million in HIF funding.
- As part of this funding round, NDHFA allocated an additional $450,000 in HOME and $700,000 in HIF funds for Jewel City 1 Rehab in Rolla, $661,702 in HOME funding for Boulevard Avenue Apartments in Bismarck, as well as $300,000 in HIF funding for Washington Court Apartments in Bismarck, to complete their respective projects. HOMELESS CONTINUUM OF CARE TO CONDUCT POINT-IN-TIME COUNT
- The North Dakota Homeless Continuum of Care (ND CoC) is set to conduct its annual Point-in-Time (PIT) Count on January 24, 2024. The goal of the PIT Count is to capture a comprehensive snapshot of individuals experiencing homelessness in the state.
- Dave Flohr, NDHFA executive director, highlighted the importance of the PIT Count, stating, “This is a crucial tool in our ongoing commitment to addressing homelessness and creating effective, targeted solutions for those in need.”
- HUD’s CoC program aims to foster a communitywide commitment to ending homelessness, providing funding to support these efforts, and optimizing self-sufficiency for individuals and families experiencing homelessness. READ MORE
FY2024 COMMUNITY NEEDS PUBLIC HEARING
NDDCS and NDHFA will hold a public hearing on January 22, 2024 to gather input on and to prioritize North Dakota's needs for affordable and special needs housing, services for individuals who are homeless, public facilities, and economic development assistance. READ MORE
