The American Rescue Plan Act of 2021 has enabled public schools across the nation to provide all students free meals since the COVID-19 pandemic first disrupted K-12 education in March of 2020. The free school meal benefits will expire after the last school day of the 2021-2022 school year.
What does this mean for families?
In the fall of 2022, meals will return to paid-for status. Families will need to pay full price for student meals or fill out an application to qualify for free or reduced-price meals.
Carry-Over:
At this time, we do not know if there will be any carry-over of the free eligibility to give families time to submit applications, or even free and reduced eligibility from 2021/2022 or previous years.
Free and reduced-price meal applications for the 2022-2023 school year cannot be completed or approved until after July 1, 2022.
If you would like to get started with organizing for next fall, here is the Letter to Households, and the 2022-2023 Income Eligibility Guidelines. We will provide the applications and more information in the coming months.
Government Transition from DUNS Number to New Unique Entity Identifier
On April 04, 2022, the federal government will stop using the DUNS number to uniquely identify entities. At that point, entities doing business with the federal government will use a Unique Entity Identifier (SAM) created in SAM.gov. Entities will no longer have to go to a third-party website to obtain their identifier. This transition allows the government to streamline the entity identification and validation process, making it easier and less burdensome for entities to do business with the federal government.
Child Nutrition payments all include federal funds, so please assure you have an active account. Future payments may be restricted without a new or renewed SAM Unique Entity Identifier number.
If you need assistance or further information, don't hesitate to contact our office at dpicnfd@nd.gov or visit https://www.sam.gov/.
The Goal of the FFVP is to create healthier school environments by:
- Providing healthier food choices
- Expand the variety of fruits and vegetables children experience
- Increase children’s fruit and vegetable consumption
- Make a difference in children’s diets to impact their present and future health
This program is seen as an important catalyst for change in efforts to combat childhood obesity by helping children learn more healthful eating habits. The FFVP introduces school children to a variety of produce they otherwise might not have had the opportunity to sample.
Selected schools receive reimbursement for the cost of making free fresh fruits and vegetables available to students during the school day. These fresh fruits and vegetables must be provided at least twice a week separately from the lunch or breakfast meal during the official school day.

If you have any questions or concerns, please contact Scott Egge at segge@nd.gov.

Kitchen Counter Conversations: Tuesday April 19th @ 2 PM CST
Topic: Meal Pricing for the 2022-2023 School Year & PLE Tool Overview
School Nutrition Programs are to operate a non-profit food service account, but also ensure that there is financial support from non-federal sources to support the additional costs that are not federally funded.
We will talk through how to price "paid" meals, as well as dusting off your PLE (paid lunch equity) knowledge to refresh how to properly charge paid student meals and then for adult/teacher meals to ensure you are meeting compliance. A brief overview of nonprogram foods will be discussed.
The PLE tool is the requirement to set paid student lunch pricing. From the highest paid student lunch pricing, we then add commodity value and federal reimbursement to come up with the adult - staff and guest, pricing.
