Construction on Phase 1 of the Memorial Highway project is nearing completion between 32nd Avenue SE and 46th Avenue SE.
Over the past several months, crews have completed major roadway construction, utility improvements, intersection upgrades and new traffic installation throughout the corridor. As the project enters its final stage, only a few finishing touches remain.
Here’s what’s happening across the project:
- Sign installation
- Pavement markings
- Landscaping
- Punch list items
Construction for Phase 1 is expected to wrap up by the end of the month, weather permitting.
Construction is underway on the south side of the Main Street, Memorial Highway and Mandan Avenue intersection, with traffic control in place. Improvements include aging water main replacement, storm sewer replacement, concrete roadway removal and reconstruction, and new traffic signal installation.
Work continues along Memorial Highway between Main Street and Titan Machinery through 2026, with improvements to roadways, utilities, drainage, lighting, signals, and bike and pedestrian facilities.
- Prepping the area south of the Main Street, Memorial Highway and Mandan Avenue intersection for water main replacement, storm sewer replacement, and new concrete paving.
- Pavement removal is underway on eastbound Memorial Highway between Riverwood RV and Faulkner's Market.
- Storm sewer work on 3rd Street SE is expected to pick up toward the end of July. Concrete barriers will be installed next week along 3rd Street SE, just west of 18th Avenue SE and the Fort Lincoln Trolley. Pedestrian access on the bike path will be detoured through the construction site.
- Work continues on water main tie-ins, sanitary lift stations, and storm sewer throughout the corridor.
- Riverwood Avenue SE may temporarily close at Memorial Highway for storm sewer work and manhole installation.
- Eastbound Main Street is reduced to one lane near the intersection.
- Eastbound Memorial Highway traffic is shifted to a head-to-head pattern on the westbound lanes south of the intersection, with an 11-foot lane reduction. Pedestrian access is currently closed.
- Eastbound Memorial Highway lanes between Riverwood RV and Faulkner's Market remain under construction. Traffic is reduced to one lane in each direction on westbound lanes with a center turn lane.
This project involves several types of underground utility work:

Storm sewer carries rain and snowmelt runoff away from streets and property to nearby rivers or drainage areas.

Sanitary sewer carries wastewater from homes and businesses to a treatment facility.

Lift station is a pump station used to move sanitary sewage or stormwater when gravity alone isn't enough to keep it flowing toward treatment.

Water main tie-in is the point where a new water main connects into the existing water system, sometimes requiring a brief, planned service interruption while the connection is made and tested.
