Construction on Phase 1 of the Memorial Highway project continues along the corridor between 32nd Avenue SE and 46th Avenue SE.
Underground utility work remains ongoing, with crews progressing east to west. Activity is increasing as paving operations begin and work advances toward 40th Avenue SE, the center of the corridor.
Here’s what’s happening across the project:
- Concrete work at 46th Avenue SE is nearing partial completion, with a future partial closure needed to complete the extended southbound left-turn lane
- Work will shift next to the intersection of 43rd Avenue SE and Memorial Highway, which is expected to be closed for approximately two weeks for removal of temporary concrete and placement of new permanent concrete
- Action Drive work continues, with traffic shifting between the temporary detour and original roadway
- Sanitary sewer and watermain installation continue progressing along the corridor
- Paving operations are beginning, with the mainline paving scheduled early next week
The 46th Avenue SE intersection has reopened to traffic following completion of concrete work in the area.
All movements have been restored, including the southbound connection from the I-94/Bismarck Expressway exit ramp to 46th Avenue SE.
Another temporary closure will be needed in the future to complete the remaining improvements. Details will be shared in advance of that closure.
Recent progress at Action Drive includes construction of the temporary detour, which is currently being used to maintain access during utility work.
What to expect:
- The temporary detour will be closed after the current phase of work
- Traffic will shift back to the original Action Drive roadway
- The temporary detour will reopen later as water and paving work continue
- Drivers should expect multiple shifts in this area over the coming weeks
Utility work at Action Drive includes sanitary work, watermain installation and stormwater infrastructure, followed by concrete paving.
Work in the Action Drive area is expected to be in place for approximately four to five more weeks.
Construction is underway on the north side of the Main Street and Memorial Highway/Mandan Avenue intersection.
Crews are working on installing temporary signals near Burger King. Traffic control will be in place as the north side of the intersection is reconstructed with new pavement, medians, curb and gutter, and sidewalk. This work is expected to be completed by late June.
Construction activity and traffic control in the area is anticipated to increase next week.
As work progresses, expect the following:
- Lane reductions and shifting traffic
- Roads to remain open in all directions
- Access to businesses to be maintained
Concrete paving on the north side of the intersection is expected to begin the week of April 27.
Barrier wall installation at the railroad underpass is also scheduled to begin April 27, with expected completion by late June. This work will require:
- Lane reductions
- Temporary closure of the shared-use path
What is the Mandan Memorial Highway Reconstruction Project?
The NDDOT, in coordination with Federal Highway Administration and the City of Mandan, is reconstructing the Memorial Highway Corridor between 46th St SE to E Main St. After construction, this section will be urbanized with upgraded drainage, city utilities, and roadway surfacing as well as comply with current intersection safety design standards.
Why do the improvements need to be made?
Memorial Highway is aging and not up to current design standards. Regular maintenance can no longer perform long-term repairs or ensure safe, smooth travel due to the age of the infrastructure.
When will construction take place?
- Phase 1 is expected to be completed by July 11, 2026. Phase 2 will take place in 2026 and 2027 with a completion date of November 2027.
- Both phases include replacing and installing underground utilities, constructing a new concrete roadway section with curb and gutter, medians at major intersections, and adding bicycle and pedestrian facilities. Roadway lighting and traffic signals will be upgraded as well, and roadway drainage will be improved with the installation of a storm sewer system. Additionally, sanitary lift stations will also be constructed along the intersections of 40th Avenue SE in Phase 1 and near 32nd Avenue SE and 3rd Street SE intersection in Phase 2.
What will the construction zone be like?
While the goal is to minimize impacts during construction, businesses and residents can expect the following:
- Equipment, materials, and construction crews along the corridor, within existing right-of-way and easements.
- Temporary lane and cross (Memorial Highway will remain open) during certain phases of the project.
- Temporary gravel driveway access for businesses during closures.
Certain property impacts are expected during construction and affected property owners will be notified in advance.
How will you keep businesses and landowners informed throughout the project?
The project will utilize several methods of communication. Regular construction updates will also be included in Mandan Messenger. There may be additional one-on-one meetings with business and landowners to address individual concerns as construction progresses.
