Construction on Phase 1 of the Memorial Highway project continues along the corridor between 32nd Avenue SE and 46th Avenue SE.
Current work includes underground utilities, with sanitary sewer installation progressing in multiple areas. Activity is increasing as crews continue advancing from both ends of the project.
Here’s what’s happening across the project:
- Work is underway at the 46th Avenue SE intersection as crews prepare for concrete paving
- A temporary roadway at Action Drive is being constructed, with paving scheduled this week
- Sanitary sewer work continues along the corridor, progressing toward Action Drive
- Water main work is beginning on the west end at 32nd Avenue SE
- Milling, grading and approach work are ongoing to maintain access and prepare for upcoming stages of work
A traffic change is now in place at the 46th Avenue SE intersection as crews remove temporary asphalt and prepare the site for concrete work.
The southbound movement from the I-94/Expressway exit ramp to 46th Avenue SE is closed. Drivers exiting the ramp will not be able to travel south but may continue to turn west onto Memorial Highway.
Motorists needing access to 46th Avenue SE southbound should use the McKenzie Drive interchange as an alternate route. See the map for updated traffic movements.
Work during this closure includes removals, grading and concrete paving.
The intersection is expected to reopen around April 25, weather permitting.
Work at Action Drive is one of the more complex portions of the project and includes multiple phases of utility installation and roadway reconstruction.
Work in this area includes:
- Installation of new sanitary sewer, including two new manholes within the intersection
- Installation of a new watermain through the corridor and extending north through the intersection
- Installation of stormwater inlets at the intersection
- Concrete paving at the intersection
To safely complete this work, the Action Drive intersection will be temporarily closed and traffic will be detoured.
- Traffic will be routed along a temporary detour on the east side of Action Drive
- Traffic will shift between the temporary detour and original roadway multiple times as work progresses
Work in the Action Drive area is expected to be in place for approximately five to six weeks.
Construction on Phase 2 of the Memorial Highway project in Mandan is expected to begin Monday, April 13, on the north side of the Main Street and Memorial Highway/Mandan Avenue intersection.
Crews will set up traffic control and install temporary signals before reconstructing the north side of the intersection with new pavement, medians, curb and gutter, and sidewalk. Work is expected to be completed by late June.
- Lane reductions and shifting traffic
- All directions remain open
- Access to businesses maintained
Barrier wall installation at the railroad underpass is expected to begin April 27. This work will require:
- Lane reductions
- Temporary closure of the shared-use path
This work is also expected to be complete by late June.
What is the Mandan Memorial Highway Reconstruction Project?
The North Dakota Department of Transportation (NDDOT), in coordination with Federal Highway Administration (FHWA) and the City of Mandan, is reconstructing the Memorial Highway Corridor between 46th St SE to E Main St. After construction, this section will be urbanized with upgraded drainage, city utilities, and roadway surfacing as well as comply with current intersection safety design standards.
Why do the improvements need to be made?
Memorial Highway is aging and not up to current design standards. Regular maintenance can no longer perform long-term repairs or ensure safe, smooth travel due to the age of the infrastructure.
When will construction take place?
- Phase 1 is expected to be completed by July 11, 2026. Phase 2 will take place in 2026 and 2027 with a completion date of November 2027.
- Both phases include replacing and installing underground utilities, constructing a new concrete roadway section with curb and gutter, medians at major intersections, and adding bicycle and pedestrian facilities. Roadway lighting and traffic signals will be upgraded as well, and roadway drainage will be improved with the installation of a storm sewer system. Additionally, sanitary lift stations will also be constructed along the intersections of 40th Avenue SE in Phase 1 and near 32nd Avenue SE and 3rd Street SE intersection in Phase 2.
What will the construction zone be like?
While the goal is to minimize impacts during construction, businesses and residents can expect the following:
- Equipment, materials, and construction crews along the corridor, within existing right-of-way and easements.
- Temporary lane and cross (Memorial Highway will remain open) during certain phases of the project.
- Temporary gravel driveway access for businesses during closures.
Certain property impacts are expected during construction and affected property owners will be notified in advance. The public can check for construction updates from project stakeholders, the project website, and Mandan Messenger, a monthly newsletter included in Mandan city utility statements.
How will you keep businesses and landowners informed throughout the project?
The project will utilize several methods of communication. Regular construction updates will also be included in Mandan Messenger. There may be additional one-on-one meetings with business and landowners to address individual concerns as construction progresses.
