North Dakota Health and Human Services (HHS) Adult and Aging Services would like to recognize QSP providers who went above and beyond for clients displaced by the apartment fire in Bismarck.
Several providers ensured the individuals in their care had a safe place to go, even if only temporarily. They proactively addressed immediate needs, including medications, nutrition, clothing and hygiene supplies, until additional resources became available.
Throughout the situation, providers demonstrated exceptional flexibility in where and how care was delivered while maintaining consistent communication with individuals' case managers. Some providers even delivered care within shelter settings despite lacking proper equipment, adapting as best they could with limited resources.
The caregivers and staff displayed remarkable compassion, dedication and resilience under difficult circumstances. Their commitment to the well-being of those they serve is truly commendable.
The Family Home Care Service Code 00001 will change to HCPCS Service Code T2033. This change applies to all family home care providers, regardless of billing method, and will take effect July 1, 2026.
Therap provided information about its platform, including a full demonstration of the workflow family home care (FHC) and family personal care (FPC) providers can expect when using Therap.
This session was not intended to be an all-inclusive training but rather an introduction to Therap and an overview of how the system will work.
Do I still use FHC Service Code 00001 if I continue to submit paper claims?
No. The FHC Service Code 00001 will change to HCPCS Service Code T2033 for all FHC providers effective July 1, 2026, regardless of how the service is billed.
Can I still bill in MMIS?
Yes, through June 30, 2026. Beginning July 1, 2026, electronic claims submitted through MMIS may be denied. For dates of service on or after July 1, 2026, FHC and FPC claims may only be submitted using the SFN 1730 paper form or electronically through Therap.
Can I still submit paper claims?
Yes. Providers may continue to use the SFN 1730 paper form after July 1, 2026.
Can I use both electronic and paper billing?
No. Only one FHC or FPC claim submission method may be used at a time.
If I choose to continue submitting paper claims now, can I switch to Therap later?
Yes. However, HHS requires a minimum three-week notice before switching to Therap. Changes cannot be made retroactively and will take effect on the first day of an upcoming month following the required notice period.
To update your claim submission method, log in to the QSP Enrollment Portal and navigate to the Account Administration page. Select the EVV/Claim Submission/Direct Deposit Updates tile and submit your request. Screenshots of this process are available in the Account Administration/Claim Submission/Direct Deposit Updates section of the Agency QSP User Guide in the Knowledge Library.
Do I need an NPI?
Yes, if you choose to submit claims electronically through Therap. Providers who do not already have an National Provider Identifier (NPI) must apply for one. If you need assistance obtaining an NPI, contact the ND QSP Hub.
What if I already have an NPI?
If you already have an NPI, you do not need to apply for another one. If you are unsure whether you have an NPI, you can use the NPI lookup tool to verify your number.
I want to use Therap. What's next?
After you submit your FHC or FPC claim submission method update through the QSP Enrollment Portal, Adult and Aging Services will contact you to verify transition details.
The ND QSP Hub offers training, support and educational resources to help providers navigate all aspects of the FHC and FPC process. Providers may also submit a help ticket through the ND QSP Hub website.
To begin onboarding directly with Therap, complete the Therap onboarding form. For assistance with the Therap system, contact Therap Support at ndsupport@therapservices.net.
If I use Therap, can I still choose to receive my FHC and FPC service authorizations outside of Therap?
No. Providers who have an active Therap account because they are authorized to provide other individual QSP services will receive and acknowledge FHC and FPC service authorizations within Therap beginning July 1, 2026. This requirement remains in effect regardless of future claim submission method changes or whether the provider later disenrolls from other individual QSP services.
A 2% rate increase was approved for QSPs for dates of service beginning July 1, 2026. Rates for these services will automatically increase in July. The increase will be applied automatically to services you are currently enrolled and authorized to provide. No action is required to accept the increase.
You will receive a new authorization through Therap showing the increased rate. If you do not have a Therap account, your case manager will provide an updated authorization.
An email containing the new rates was sent May 22, 2026.
Remember, QSPs may not charge HHS more than they charge private-pay clients, including rural differential rates.
If you intend to charge less than the increased rate, please respond to the email sent May 22, 2026. To ensure timely processing, complete the document as soon as possible. Rate declines must be received by HHS by May 29, 2026.
