We know many providers have questions about changes to MMIS billing. This update explains what is changing and what you need to know.
You can still bill in MMIS
You can continue to bill through the MMIS portal until June 30, 2026.
Starting July 1, 2026, electronic claims sent through MMIS may be denied.
After that date, you must:

You do not have to switch right away. However, we strongly suggest you start early to avoid payment delays.
National Provider Identifier (NPI) number support
The ND QSP Hub will help providers get a NPI number.
Support will begin after Monday, March 23. You can schedule help any time after that date.

Can I still bill in MMIS?
Yes. You can bill in MMIS until June 30, 2026.
After July 1, 2026, electronic MMIS claims will be denied.
Can I still bill on paper?
Yes. You may continue to use the SFN 1730 paper form after July 1, 2026.
Can I wait until July to switch?
Yes. However, switching systems can take up to three weeks.
If you wait until July 1 to start, there may be a time when you cannot bill. This could delay payment.
What if I already have an NPI?
If you already have a National Provider Identifier (NPI), you do not need to apply for a new one.
If you are not sure whether you have an NPI, you can look it up through the National Plan and Provider Enumeration System.
Can I use both electronic and paper billing?
No. You may use only one claim submission method at a time.

HCBS case managers will add more details to service authorizations in Therap. These updates will explain how often a service should be provided.
For example, a service authorization may list 300 total units of personal care each month. The case manager may also note that the person needs or prefers personal care three times a week, not to exceed 300 units per month. The case manager may also explain how often certain tasks should happen. For instance, the person may want bathing twice a week as part of personal care.
This added information will improve communication. It will help providers understand how and when to deliver services within the plan of care.
Some people may have more than one provider sharing units for the same service. In those cases, the full number of authorized units may appear on your Service Authorization, but those units are shared with other providers.
If units are shared, the HCBS case manager will note this in the service authorization. Providers who share units must work together, along with the person receiving services. They must make sure units are used based on the person’s schedule, preferences and availability.
Ongoing communication between providers is important. It helps ensure units are tracked correctly, prevents overbilling and allows providers to bill correctly for the time they worked.
The QSP Hub will launch a new webinar series called “Care in Practice.” The live series aims to help providers turn knowledge into action.

Why switch now?
With the MMIS portal no longer available for electronic billing after June 30, 2026, paper billing will take more time and cost more money.
Starting early gives you time to learn the system and avoid payment delays. Therap offers a smoother and more efficient way to manage billing and documentation.
This notice is for QSP agencies that applied using a paper application before January 2024 and have not yet enrolled in the QSP portal. No further action is needed at this time.
Beginning in March 2026, a user guide and video tutorial will be released. These materials will show you how to claim your QSP agency account in the portal.
