Adult and Aging Services will make changes to Family Home Care (FHC)/Family Personal Care (FPC) billing starting July 1, 2026. On this date, FHC/FPC providers will have the option to switch their billing to Therap. Therap allows users to complete service documentation, submit claims and manage billing in one system.

Therap is optional. More details, training, and support will be shared as July 1, 2026, gets closer.
As tax season approaches, 1099-MISC forms will be mailed to the address you have on file by Jan. 31, 2026. Please check your mail and keep the form for your tax records.
HCBS services must be billed correctly, honestly and in compliance with program rules. Providers cannot bill all units at the start or end of the month. Units must be documented and billed as services are provided to the client.
Providers must work during the time they bill. All work must be based on authorized tasks and the client’s actual needs.
HCBS services are not meant to guarantee provider hours or support a 40-hour workweek. Services are funded by state and federal dollars and are approved based only on client needs.
There may be times when a client is unavailable due to medical or other issues. If services are not provided, they must not be billed.
Do’s and Don’ts of HCBS Billing
Do:

Bill units only when you provide services.

Bill services as they happen.

Complete authorized tasks for the full time billed.

Make sure tasks match the client’s needs.

Important: Incorrect billing may result in an audit. Providers may have to repay funds and may be removed as a QSP.
