Important information regarding referrals
When reviewing the public QSP list, it was noticed that several agencies are signed up to serve all counties in North Dakota. When you add a county to your service area, it indicates that you have staff living in that county who are available to serve individuals there.
While QSP navigators understand that some QSPs register for every county with the hope of eventually expanding, it’s important for the referral process that you only list the counties where you currently have staff in place.
When QSP navigators get a referral, they first reach out to QSPs signed up for the county the referral is in, as they are assumed to either live in that area or have staff living there. If they cannot find anyone local, they then look at QSPs in nearby counties.
Sometimes QSPs will sign up for counties they are willing to travel to for rural differential rates, however, this is unnecessary due to the guidelines we must follow for referrals requiring travel. Rural differential does not get approved if we can find someone local to the person receiving services, so even if you are signed up for counties you are willing to travel to, navigators cannot give you a case there if we can find someone closer.
For these reasons, QSP navigators ask that you please remove any counties from your service area in which you do not currently have staff.
You can remove/add counties to your service area through the QSP Portal. If you have any questions about how to do this, you can contact enrollment at qspinfo@nd.gov. If you plan on hiring staff in a new area, you can always add them back!

Agency Reports tab on the left-hand side of your screen Report Library – View

In the report name field, type the keyword "EVV" Click search

Click to open the report "ISP Data Detail Report with EVV" Enter the date range you want to view data from

Once the report loads, click to export this file to Excel

Then you can either print this document to mail it in

OR you can download the file and email it
QSPs - please remember, you cannot bill for your time when the person you care for is in the hospital. The rules for daily rate and unit rate services are below.

Daily rate - Payment can be claimed for the day of "admission" into adult residential care, but cannot be claimed for the day of "discharge." This also applies to absences from the facility. For example, admission to the hospital or travel with family. Payment is not allowed for the day the eligible individual entered the hospital, but the provider can bill for the day the eligible individual returns to the facility.

Unit rate - Care may be provided and billed for the day that someone goes into the hospital/swing bed/nursing home or comes home from the hospital/swing bed/nursing home as long as the individual was present in the home when the care is provided.
North Dakota Health and Human Services has a special team that checks claims and does audits, meaning they look at what was billed and make sure it follows the rules.
If they find a mistake, like billing for care while someone is in the hospital, you might have to pay the money back.
Here’s how to avoid problems:

What is the Public QSP Registry?
- The Public QSP Registry is a helpful resource when looking for a provider. Using this resource, one can go through a list of all active QSPs in the state, even narrowing their search based on location and the type of service(s) needed. Who uses the Public Registry?
- It is available to everyone and often used by families of individuals in need of assistance to search for a provider. The QSP navigators also use this list when determining who to send referrals to.
Am I on the Public Registry?
- It is up to each QSP whether or not their name appears on the public list. Using the QSP Portal, all active QSPs can opt in or out.
