Health and Human Services (HHS) invites all Qualified Service Providers and Medicaid members you support to a virtual listening session on Tuesday, May 6, from 3 to 4:30 p.m. CT.
We want to gather feedback and hear lived experiences to improve Medicaid for its members. We also want to create a strong advisory group led by those who use the program.

The QSP Hub and HHS are excited to offer a new Home and Community-Based Services Training Series. This is a great opportunity to learn more about the other services available for providers to offer. Each series will focus on different service areas.

As a reminder, SFN 750 renewals are required every 30 months. A task will appear in the QSP Portal eight weeks before your due date, and you will receive multiple email reminders.
Emails will be sent from ndqspenrollment@servicenowservices.com. Please monitor your inbox for important updates from this address.
Failure to renew your SFN 750 will result in the closure of your QSP enrollment.
We invite you to take a short survey about Medicaid and how the program can better serve members. You don’t have to share who you are to take the survey. The survey will be open until May 30.
It is important that QSPs go claim their account on the QSP Portal.
Notices are sent from the portal only to QSPs who have claimed their accounts. QSPs that do not claim their account will not receive notices about their enrollment status or enrollment tasks that are due. It is your responsibility as a QSP to ensure you claim your portal account, check your email often and respond timely to assigned enrollment tasks.
What type of enrollment tasks will you receive notices about?
- Competency revalidations
- QSPs must update competency every 30 months or when your license or certification expires. Update the Documentation of Competency (SFN 750) or your certified nursing assistant, registered nurse or licensed practical nurse licensure in the portal.
- You cannot provide services without a current competency on file.
- You will receive an email when this information is due. A notice will not be sent in the mail. If you do not complete this task, your enrollment will be closed and you cannot provide services.
- Enrollment revalidations
- QSPs must revalidate enrollment a minimum of every five (5) years.
- Log into the portal to complete your revalidation before your expiration date.

HHS, in collaboration with QSP Hub, is excited to offer an informative training session focused on the Fair Labor Service Act (FLSA) – Overtime. This virtual training will take place via Zoom on May 29 at 9 a.m.
The session will cover essential topics including:
- Understanding overtime under the FLSA
- Guidelines for timely billing
- Overview of span billing practices
- Explanation of the new span billing rule
- Claims submission procedures and best practices
This training is a valuable opportunity for providers to ensure compliance and streamline billing processes. QSPs will have the chance to ask questions and gain clarity specifically around overtime rules.

The North Dakota QSP Hub is gathering feedback about the support it provides. We are inviting anyone who has received assistance from the QSP Hub to complete a short electronic survey to assist in improving and enhancing the services offered.
During this survey, you will respond to around 13 questions. The questions will ask for your basic demographic information, the services you received through the North Dakota QSP Hub, and your level of satisfaction with the support provided to you. The final question allows you to provide any additional feedback.

Therap is allowing QSPS to join the conference for free during the afternoon session, starting at 2 p.m. CT.
Timely claims filing requirements
- QSP must follow the ND Medicaid Claims Filing Policy when submitting claims for reimbursements. Claims must be received within 180 days from the date of service.

If the client passes away while receiving at-home care, you can bill for that day of service.

Do not bill for any days that the consumer is admitted into the hospital or days the consumer is hospitalized. You can bill for the day the consumer returns home.

QSPs cannot provide service if the consumer is not home. Services can only be provided in the home when the consumer is present.

You can only bill for days of service that are authorized if you have provided the care.
- Keep documentation of all care provided.

If you do not provide service to a public paying client or are billed within a 12-month period, your QSP status may be closed.
- When completing the paper claims form, ensure that the units claimed are accurate to the number of days within the month.
Span billing refers to submitting claims that cover care provided over several consecutive days on a single claim. This practice is not allowed because it creates unnecessary complications in processing, increases the chance of errors and could lead to delays in payments. Additionally, span billing violates Medicaid guidelines and could be flagged for investigation, causing potential disruptions to your payment schedule. It could even jeopardize your QSP status.
Starting July 1, 2025, span billing will no longer be permitted on paper claims and claims entered through the Medicaid Management Information System (MMIS) portal. If the provider span bills, the claims will be denied and the provider will need to resubmit their claims for each day of service provided to the consumer in the correct format.
