Over 500 qualified service providers (QSPs) haven’t claimed their portal accounts. That’s almost 200 family home care and family personal care QSPs, more than 350 individual QSPs and nearly 10 adult foster care QSPs.
Agency QSPs will be sent steps to claim accounts soon. Watch your email for a unique link to start the process.
All QSP enrollment notices are sent from the portal. If you don’t claim your account, you won’t be able to revalidate your enrollment when it comes due.
A new policy for QSPs using EVV began Nov. 1, 2024. EVV has been required for QSPs since 2021, but a formal policy is new. QSPs have to follow the new rules for any EVV services delivered starting Nov. 1, 2024.
What does the new policy say?
The policy adds clear rules for QSPs to stay compliant with federal and state standards. More information is on the EVV System FAQs page.
What is the most important thing to know?
QSPs have to follow these rules, especially the noncompliance section on the FAQs page.
Does anything change with how or where I bill?
Nothing changes with how and where you bill for services. Keep using your current billing system.
Why is information for providers other than just QSPs included?
Many different types of providers use EVV so this new policy includes information for all providers that have to follow the new rules.

Nurse educator training on extended personal care services is now available. The seven-minute video provides information about the roles of a nurse educator, an extended personal care nurse and an extended personal care non-nurse QSP. The training also covers the nursing plan of care, calculating estimated units, virtual support options and more.
The ISP data module in Therap allows individual and agency QSPs to track and document on a mobile device or computer the tasks they complete during client visits.
A training video about using the ISP function in Therap is available on the HHS QSP and the QSP Hub websites. The Therap support page also provides instructions on how to use the ISP function.

Agency QSPs must keep records of the services provided for seven years from the date of services. You must respond to all requests from North Dakota Health and Human Services for a copy of documentation. Failure to keep records or send a copy when requested may lead to legal and monetary penalties.
- Records must be kept, even if your status closes or the client passes away.
- Documentation must be created at the time of the visit. Creating documentation before or after the visit day is not acceptable and could be considered fraudulent.
- Records cannot be copied or cloned with times, dates or months changed.
- If using Therap, ISP data can be used to document your service records.
- Example documentation is available on the QSP webpage.
- All records must include:
- Name and ID # of the client
- Name and ID # of the provider
- Name of the employee who performed the task
- Full date of the service MM/DD/YYYY
- Location of the service
- Start time and end time (including a.m. and p.m.)
- Number of units of service (use task name as listed on the authorization)
- Tasks performed (use task name as listed on the authorization)

- On agency letterhead, the QSP executive director (or equivalent position) must write and sign a letter requesting a password reset.
- Upload a copy of the executive director’s driver’s license and the letter.
- Click the “submit” button at the bottom of the webpage.

Who do I call with questions about enrollment, revalidation, operating a QSP agency, service authorizations, EVV documentation, education, training or one-on-one support?
