Charter School Applications:
Ms. Melanie Rackley, OCS Consultant, introduced the 2026 charter applicants and outlined legislation and timelines related to the application process. The applicants and their outcomes were as follows:
Darden-Perry Academy; New Hanover County: Accelerated - Denied
Encompass Montessori; Wake County: Standard - Approved
Charter Application Amendment Requests:
Mission Statement Change Requests were approved for the following schools:
Charlotte Lab School
Gray Stone Day School
Shining Rock Classical Academy
Education Management Organization (EMO) addition was approved for the following school:
Davidson Charter Academy entering into an EMO contract with Tutelag School Solutions, LLC.
Other Business:
In a unanimous vote, Dr. John Eldridge will serve as CSRB Chair and Mr. Bruce Friend will serve as Vice-Chair for the 26-27 session.

Dr. Natasha Norins, OCS Consultant, introduced the North Carolina charter school principal of the year, Deborah Brown, and teacher of the year, Stephanie Lane.
CSRB members heard 2 presentations from outside organizations focused on relevant charter school issues. The full presentations can be found on eboard.
1. Brian Eschbacker, Founder of the Education Data Collective shared important information on the NC enrollment landscape. Results of his data analysis encompassed changes in current enrollment by county as well as future enrollment projections.
2. Dr. Markle and Dr. Rentz, Safal Partners, provided early findings of their research in NC Remote Charter Academies. They also provided suggestions for a path forward and elicited feedback from CSRB members.
