Charter School Renewals:
Amanda Fratrik, Business Systems Manager, from the NC DPI Office of School Business Services presented the School Business Renewals Report. Financial updates were shared regarding the final two schools up for a renewal vote. Charter schools and their renewal terms, beginning July 1, 2026, are:
Old Main STREAM Academy received a 10-year renewal.
Rocky Mount Preparatory received a 3-year renewal.
Charter Application Amendment Requests:
IDYL Wake Relocation:
IDYL Wake is in the Ready to Open process and requested a change in location - Approved
BH2 STREAM is in the Ready to Open process and requested a change in location. CSRB delayed a vote on the request in order to obtain further information related to the new facility. This should occur no later than April 2026.
Pine Springs Preparatory Academy requested a separate charter for their virtual academy pursuant to G.S. 115C-218.123 along with a request to change the name of the virtual academy to Dogwood Virtual School - Approved
Remote Charter Academy Amendment Requests:
Julie Whetzel, OCS Consultant, presented information regarding remote charter academies including legislation, application process, and school presentation guidelines. Schools applying for a remote charter academy were as follows:
Alamance Community School: Denied
The Franklin School of Innovation: Approved
The Mountain Community School: Approved
Due to technical difficulties with board members attending virtually Cardinal Charter, Cardinal Charter at Wendell Falls, and West Lake Preparatory Academy voting was delayed until March in order to give their school board an opportunity to answer questions from CSRB.
Low Performing Schools Presentations:
Dr. Brandi Gill, OCS Consultant, presented information related to low performing schools including legislation, data, and school presentation guidelines. Four low performing schools were asked to provide CSRB with an update regarding school improvement plans. They were:
ACE Academy
Charlotte Secondary School
Haliwa Saponi
Movement Freedom
Other Business:
Ashley Logue, OCS Director, provided CSRB with the State Board of Education's appeal decision for Cape View Leadership Academy. Cape View Leadership Academy's EMO, ACCEL, will be provided time during the March 2026 CSRB meeting to respond to questions from the CSRB.
Mrs. Logue also shared data regarding the 2026 Transportation Grant. 74 charter schools received awards which is 11 more than 2025. $8.8 million in eligible expenses were submitted with available state funding at $2.5 million. Schools received approximately 31% of their requested expenses.
