Revised Guidelines
Part 1 of the DPI Guidelines for Equitable Services has been revised (12.18.25) with slight changes in recommended deadlines and a new required deadline of June 19 for notifying participating schools about proportionate share amounts.
Part 2 has been revised (12.18.25). Two issues with increased emphasis are:
- The equitable services requirements for Title I-C and 21CCLC are somewhat different from the other ESEA grants. Districts with private schools participating in these programs should contact their DPI program administrator.

Each school listed in the directory for a district must be represented by an Affirmation form in the CCIP uploads as described in Part 8 of these Guidelines. This is true even for schools that are for-profit or are closed.
Part 3 has been revised (12.18.25) to emphasize that districts will inform participating private schools about proportionate share calculations during the initial consultation meetings and update them when actual allotments are announced.
New Roster-Based Proportionate Share Calculator
To assist with informing private schools about plans for expenditures at their schools, OFP has created a new proportionate share calculator based on a roster of participating private schools. Please see the NCDPI Resources tab of the DPI Equitable Services web page.

Using the fall Immigrant Children and Youth headcount, PRC 0111 – Significant Increase calculations have been completed to generate planning allotments. PSUs who receive a PRC 0111 planning allotment will need to submit the stand-alone application and budget in CCIP. The application will need to be moved to Chief Administrator Approved once the application and budget components are completed.
Regarding Related Documents, the only required document to be uploaded will be the signed and dated Title III Statement of Assurances.
If a PSU receives a planning allotment, but intends to waive the funds, the PSU will simply check the waive box on the Budget Page and still move the application to Chief Administrator Approved.
The PRC 0111 – Significant Increase initial application and budget submissions of PRC 0111 funds are due on or before Friday February 27, 2025.
If funds are being used to fund a position utilizing PRC 0111, then a job description for each position must be uploaded in the Optional Documents Section.
