Charter School Applications:
Ms. Melanie Rackley, OCS Consultant, introduced the 2025 charter applicants and outlined legislation and timelines related to the application process. The applicants and their outcomes were as follows:
Preparatory Leadership Academy - Denied
Encompass Montessori - Denied
Focus Charter Academy - Approved
Charter Application Amendment Requests:
Mission Statement Change Request was approved for the following school:
Pine Lake Preparatory
Adding the National School Lunch Program (NSLP) was approved for the following school:

Other Business:
Dr. Natasha Norins, OCS Consultant, provided an update on enrollment for schools who recently completed the Ready to Open process and opened their doors to North Carolina students. Following this update, Triad International Studies Academy made an exemption request to the CSRB which would allow them to operate their school with less than 80 students. This request was denied and CSRB voted to close the school due to lack of enrollment effective December 30, 2025.
Dr. Brandi Gill, OCS Consultant, reported on the 2024-2025 charter schools' academic performance. An analysis of the data shows charter schools are making academic gains. Dr. Gill acknowledged the hard work of staff and administrators across the state who ensure all students receive a great education.
Ms. Jenna Cook, OCS Consultant, provided a preview of schools who will come before CSRB during the months of November and December for their renewal interviews.
Ms. Ashley Baquero, OCS Director, facilitated a discussion regarding revisions to the 2026 charter application. CSRB approved all revisions and complimented the OCS staff for their willingness to receive feedback from a variety of stakeholders.
Dr. John Eldridge reviewed the Sub-Campus Committee meeting minutes. CSRB members provided feedback which the committee will use to develop guidelines. These proposed guidelines will come before CSRB in November.
