Draft 3 of the Proposed 2025 ELA SCOS Standard-by-Standard Survey Closes October 1, 2025
State Board of Education policy specifies that the NC Department of Public Instruction will formally collect feedback on the draft revised standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, and other education agencies.
The purpose of the Draft 3 Standard-by-Standard Survey (K-2, 3-5, 6-8, and 9-12) is to obtain input from educators and stakeholders familiar with the English Language Arts (ELA) Standard Course of Study in order to inform further revision decisions. As such, the ELA team requests your thoughtful input and comments on the draft revised academic standards for ELA to inform the revision process.

This listserv explains key reasons for the delay in the revision timeline for the Proposed 2025 ELA Standard Course of Study. Math Standards Review Update
The SBE approved for the math standards review to shift to the revision process. 50 writers were selected from over 1,200 applications, and they officially started work the last week of August. We anticipate releasing Draft 1 in early November.
In preparation for the release of Draft 1, CAOs will receive an email with details regarding designating/re-designating a local Math Standards Liaison to help coordinate gathering PSU feedback and communicating opportunities for all stakeholders to share insights and suggestions.
All PSUs had an opportunity to designate a liaison last September. If you do not remember who was previously designated, please feel free to reach out (charles.aiken@dpi.nc.gov). If you would like to go ahead and designate a liaison, please use the link below. We anticipate having a virtual meeting with all liaisons on Thursday, October 8th at 10am.

NC College Connect
September 26 - Second pull of Eligible Students!!!
Please coordinate with your Student Services Directors to ensure that communication is reaching your high schools effectively.
We have identified an issue where several students had placeholder course codes for their 4th level math courses and as a result, those students were not eligible. To ensure every eligible student has the opportunity to participate, we need your immediate attention to transcript and scheduling accuracy.
A final eligibility data pull will occur on Sept. 26, 2025. Please review and correct any discrepancies as soon as possible. Find out more here.
Critical Actions Required By Friday, Sept. 26, COB:
- Ensure all student transcripts and schedules are accurate and complete
- Verify all graduation requirements are scheduled with appropriate course codes
- Confirm fourth-level math courses use actual course codes (no placeholders or generic virtual course codes)
- Include all in-progress courses on schedules to verify UNC MCR compliance

SCOS-012 and Internal Procedures Manual Updates
At this month’s meeting, the State Board of Education discussed Policy SCOS-012 and proposed updates to the Internal Procedures Manual. These items outline how academic standards are developed and revised in North Carolina, supporting a clear, transparent, and consistent process for educators, families, and the public. The State Board of Education will take action on these updates in October. Please visit the State Board of Education website for materials.

Reminder: 2025-2026 Literacy Intervention Plan Submission
The LIP submission survey will open on August 1, 2025. We will continue to use Qualtrics for submission of the LIPs. LIPs are due by October 1, 2025. The survey link will close on that day. On August 1, 2025, OEL Consultants will share the LIP survey link with all district contacts.
Reminders:
- ○ Feedback is given on a rolling basis but will occur within two weeks of plan submission.
- ○ Legislation mandates feedback as well as approval/denial be given by February 15.
- ○ If the plan is denied, the updated plan must be submitted by March 15.
NC DPI must give approval or denial of the updated plan by April 15.

Rockingham County Schools Educator Named 2025 National History Teacher of the Year
The Gilder Lehrman Institute of American History is pleased to announce that Valencia Abbott has been named the 2025 National History Teacher of the Year. Abbott is an educator with over two decades of experience and serves as the Social Studies Department chair and a civics teacher at Rockingham Early College High School in Wentworth, North Carolina. Her dedication has earned her numerous accolades, including the 2024 Civil Rights/Civil Liberties Excellence in Teaching Award and the 2024–2025 RECHS Teacher of the Year honor. She is also a 2024 United States Holocaust Memorial Museum Teacher Fellow and serves on multiple advisory boards, underscoring her commitment to education and civil rights.
Being named the 2025 National History Teacher of the Year is a tremendous honor and a reflection of the power of storytelling in education. I am deeply grateful for the opportunity to inspire students to see themselves in history, to amplify voices that have long been overlooked and undertold, and to remind every young scholar that their story matters. –Valencia Abbott
As the national winner, Abbott will receive a $10,000 grand prize at a special ceremony on November 5, 2025, at the Harvard Club of New York City. The award will be presented by Pulitzer Prize–winner Stacy Schiff. Congratulations, Valencia!

Statewide Contest
North Carolina students are invited to showcase their creativity and financial smarts in the statewide “Budgeting in 2025: Plan, Save, Thrive!” contest. Open to grades K–12 across all public, private, charter, and home schools, this competition encourages students to explore what budgeting means today through essays, visual art, videos, posters, or creative writing. Regional winners will advance to a statewide showcase, with top entries honored at a celebration event in early 2026. Prizes include scholarships and recognition on the NC Department of Public Instruction website and social media. Power of Proficiency Series
2025–2026 World Languages Webinar Series
The Power of Proficiency Webinar Series is your opportunity to take a deep dive into the updated, proficiency-based Standard Course of Study (SCoS) for World Languages. Each session will highlight new or updated resources from the World Languages Resources Hub, starting with an overview of the nine proficiency levels in the new standards and exploring how real-world proficiency grows from everyday classroom performance.
Throughout the series, we’ll unpack the three communication modes—Interpretive, Interpersonal, and Presentational—with practical examples from various target languages and K-12 programs. You’ll gain concrete strategies, authentic materials, and fresh ideas to support your students’ language growth at every proficiency level.

Microcredentials
Interested in utilizing the newly released NC Microcredentials? All of the micro-credentials featured in this booklet are organized into thematic pathways, with each pathway consisting of 10 individual micro-credentials. While designed as part of a cohesive set, the micro-credentials can be completed independently and in any order. Each completed micro-credential earns the learner a digital badge, which can be shared to showcase their achievement. Learners who complete all 10 micro-credentials within a single pathway will earn a credential that can be showcased in NCEES, recognizing full pathway completion. These pathways were developed in Canvas and are available in Canvas Commons for easy import into a Public School Unit's (PSU) Canvas instance. They can also be exported as a Common Cartridge file for use in other Learning Management Systems (LMS). All of the micro-credentials featured in this booklet were created by practicing educators working in North Carolina Public School Units.
