Charter School Applications:
Ms. Melanie Rackley, OCS Consultant, introduced the 2025 charter applicants and outlined legislation and timelines related to the application process. The applicants and their outcomes were as follows:
Institute for the Develpment of Young Leaders (IDYL) in Wake County: Fast-Track Replication - Approved
Focus Charter Academy in Wake County: Accelerated Applicant - Invited back for a second interview in October
Ascent Classical Academy of Moore County: Accelerated, EMO - Denied
BH2 STREAM Academy in Edgecombe County: Accelerated - Approved
Ryze Academy in Forsyth County: Accelerated - Approved
Charter Application Amendment Requests:
Mission Statement Change Requests were approved for the following schools:

In a unanimous vote, Mr. Bruce Friend will serve as CSRB Chair and Dr. John Eldridge will serve as Vice-Chair for the 25-26 session.
Mr. Steven Walker, Attorney, was unanimously approved to serve as legal counsel for CSRB.
Chair Friend introduced two new CSRB members: Mr. Eric Guckian and Mr. Gerald McNair.
Dr. Natasha Norins, OCS Consultant, introduced the North Carolina charter school principal of the year, Dr. Jake Wilson, and teacher of the year, Ms. Lindsay Phillips.
Ms. Jenna Cook, OCS Consultant, provided an update on stipulation schools who will be up for renewal in 2026.
Mr. Dave Machado, Executive Director for the NC Coalition of Charter Schools, shared the Coalition's annual report highlighting their many accomplishments and continued support of NC charter schools.
Ms. Ashley Baquero, OCS Director, provided an overview of recent charter school legislation (SB254) followed by a discussion regarding revisions to the charter application.
