📌 PRC-051 Funds Update
As of now, PRC-051 (Title I, Part C – Migrant Education) funds have not yet been disbursed to states, and NCMEP leadership has not received a confirmed timeline for their release. We are hopeful that more information will be available soon.
In the meantime, we continue to recommend districts proceed with caution when planning or spending PRC-051 funds. Suggested interim steps as we begin the new fiscal year beginning on July 1 include:

Consult district leadership before reallocating or borrowing from other PRCs

Prioritize essential expenses, such as staff salaries

Temporarily pause any new hiring

Limit travel where feasible

Use phone or virtual communication to support families and students when possible

Keep your district’s finance department and Superintendent informed

📅 Summer Term & Category Two (A2) Count Reminder
The MEP Summer Term officially runs from June 16 through August 31. During this window, your district’s Category Two (A2) Summer Count captures the number of migratory children ages 3–21 who receive MEP-funded instructional or support services.
Please note: If a migratory child is in your district during the summer term but does not receive any MEP services, they will not be included in your A2 count.
Since the Category Two count directly influences your district’s annual MEP funding, it’s important to ensure services are extended to all eligible migratory children, including Pre-K students and Out-of-School Youth (OSY).
📝 Assessment Requirements for Summer Instructional Services
Summer instructional services for K–12, Pre-K, and OSY must include a locally administered assessment aligned to your summer programming content. A pre- and post-assessment model is strongly encouraged.
As highlighted in the Local Program Evaluation template, aggregated results help evaluate the overall effectiveness of your program.
A quick clarification: June is the only month where two separate Service Summary Reports (SSR) are required.

The June 1–15 SSR (Regular Term – Category One) was due June 16 (email sent by Dr. Corral on June 5)

The June 16–30 SSR (Summer Term – Category Two) is due July 7.
This is to ensure services provided during the Regular Term and Summer Term are reported correctly for funding and data purposes.

Please be advised that the MEP re-enrollment verification for Summer 2025 (June 16–August 31) has been delayed due to the statewide transition from PowerSchool to Infinite Campus (IC). Re-enrollment will resume once Infinite Campus is fully implemented across all North Carolina districts. We appreciate your patience and understanding during this transition. Dr. Corral will share additional information and guidance as it becomes available.
IDRC has recently updated the H-2A and H-2B worker listings for North Carolina! These lists include current work orders and housing locations for temporary and seasonal agricultural workers arriving in your district.

As of April 26, all users must access MSIX via Login.gov—old usernames/passwords no longer work.
If you haven’t logged in since the change, you’ll need to verify your identity or risk account lockout.
Directors: Please share with your district’s non-MEP MSIX users. Subgrantees must maintain 5–10 active non-MEP accounts.
Starting July 1, Infinite Campus will be in effect for all districts in North Carolina and, similar to PowerSchool will house all MEP data. MEP staff must have access to Infinite Campus. Targeted MEP training sessions coming soon!
