MEP Summer Term
The MEP Summer Term begins June 16 and runs through August 31. During this period, your district’s Category Two Summer Count (also known as the A2 count) reflects the number of migratory children ages 3–21 who receive MEP-funded instructional or supportive services.
If a migratory child is present in your district between June 16–August 31 but does not receive any MEP services, they will not be included in your Category Two count.
The Category Two count is a critical factor in determining your district’s annual MEP funding allocation, so it is essential to provide services to all eligible migratory children, including Pre-K and Out-of-School Youth (OSY), during the summer.
Local Assessments: Your district’s summer programming must include a locally administered assessment that aligns with instructional content for K–12, Pre-K, and OSY.

A pre- and post-assessment approach is recommended.

As outlined in the Local Program Evaluation template, aggregate assessment data is used to measure program effectiveness.

Service Summary Report (SSR) Submissions:

June 1–15 SSR is due by June 21. These services count toward your Migrant Regular Term (Category One) count.

If no services were provided, submit the SSR with a note: “No new services.”

June 16–30 SSR is due by July 6. These services count toward your Summer Term (Category Two).

If you are continuing services that began before June 15, you must re-report them on this SSR so they count for the Summer Term count.

If no services were provided, submit the SSR with a note: “No new services.”
From the ID&R Department
H-2A farm workers have returned to North Carolina to support crop preparation and harvesting across the state. This is an ideal time to visit farms and camps to identify migratory children who may qualify for MEP services and begin offering the academic and supportive resources they need.
Building partnerships with other agencies that serve migratory children and OSY can greatly enhance your ID&R efforts and broaden your outreach within the community.
As a reminder, since North Carolina is a member of the IDRC Consortium, we can request complimentary safety bags for OSYs. These bags include items such as cooling towels, gloves, and other valuable supplies. Quantities are limited and distributed on a first-come, first-served basis each month. All districts that requested this month have already been shipped out, so any new requests will be for June. All requests must be submitted through DPI. If you’d like to request safety bags, please email juan.alvarez@dpi.nc.gov.

If you haven’t logged in since this update, you’ll be prompted to sign in via Login.gov and complete an identity verification process. Failure to complete this step will result in your account being locked.
Directors and Coordinators: Please ensure that this message is shared with your district’s non-MEP MSIX users to avoid deactivation. Subgrantees are required to maintain 5 to 10 non-MEP staff with active MSIX accounts.

Due to ongoing uncertainties in the federal budget, summer enrichment funds will not be available for the 2025 summer term. While we understand that this may be disappointing, we appreciate your continued dedication to serving students through innovative and resourceful summer programming. We’ll keep you informed of any updates as they arise.
Beginning July 1, Infinite Campus will serve as the new student information system, including for all MEP-related data. All MEP staff will be required to have access and participate in training to ensure effective use of the platform for MEP purposes.
NCMEP will also offer targeted training sessions on how to locate and manage MEP-specific information within Infinite Campus. More details coming soon!
Join MEP staff from across the country for two days of engaging training focused on enhancing identification and recruitment efforts. While there is a registration fee for this professional development opportunity, sub-grantees can use their MEP funds to cover registration, travel, and per diem costs.
