This communication is to provide charters with information on the 2024-25 budget and allotments.
During the budget planning period, NC Department of Public Instruction (NCDPI) submitted requests for technical adjustments to the budget, as well as a request to fund the projected Public School Unit (PSU) growth to implement the legislatively required Funding in Arrears model. Although both the House and the Senate agreed on the technical adjustments, and to fund $95 million for the Funding in Arrears model, no amended budget has been passed to date. The lack of an amended budget has required NCDPI to modify the approach of assessing the State Public School Fund budget and allotting funds.
NCDPI School Business Services has posted the preliminary initial allotments to all PSUs. The charter school preliminary initial allotments are calculated at the preliminary dollars per average daily membership (ADM) using the higher of 2024 month 1 or month 2 ADM as required for funding in arrears. School Business Services posted a budget adjustment to the preliminary initial allotments today to update your funded dollars per ADM. Future budget adjustments will be shown as a revision to PRC036, and will not impact the dollars per ADM. NCDPI anticipates that funding will be available for additional budget adjustments and growth, but at this time is in the process of assessing the line items to determine if this funding will be sufficient to fully fund the growth. We will continue to assess the available funding for further budget adjustments and availability of funds for PSUs which have a higher current year ADM than prior year ADM but will not have full certainty until after the month 2 ADM is finalized. We understand the lack of certainty related to funding creates significant challenges, and we will continue to provide information as we gain more precision on the budget status and actual public school student growth.
