ELA Standard Course of Study (SCOS) Update
Launching the Revision Phase for 2024 - 2025
The recommendations below from the ELA Data Review Committee (DRC) were presented at the State Board of Education (SBE) meeting in April and May as part of the presentation, Permission to Revise Standards for K-12 English Language Arts.
- Align standards to current literacy research
- Include more explicit language for what students are expected to know and be able to do
- Include more specificity on the types, features, and structures of texts relevant to particular standards
- Separate singular complex standards into separate distinct standards
- Revisit the writing standards
- Integrate language standards into other strands
On May 2, 2024, the SBE accepted the ELA DRC recommendation to revise our current Standard Course of Study, moving ELA into the Revision Phase.

The NCDPI ELA Team is now in the process of establishing and convening a ELA Standards Writing Team (SWT) to review feedback compiled by the DRC and create the drafts of the new standards during the 2024 - 2025 academic year.
Standards Writing Team (SWT) Applications
Applications are open through May 31, 2024.
SWT members review the findings of the Data Review Committee (DRC) and utilize those findings to revise the Standard Course of Study.
*Note: The SWT's revisions are guided by the continued work of the Data Review Committee (DRC); therefore, members of the current DRC cannot serve on the Standards Writing Team (SWT).
Applications can be submitted through May 31, 2024. The ELA SWT will consist of a range of external stakeholders, including: K-12 educators, educational leaders, university professors, content professionals, experts from partner organizations, and community members. The SWT members will be chosen from across the state’s eight regions and represent varying perspectives and experiences regarding the current ELA Standard Course of Study.

Literacy Instruction Standards (LIS) Update
Coach's Corner: Double Issues This Month!
In lieu of the quarterly SCOOP for the 2023-2024 school year, the NCDPI ELA Team is excited to announce the Coach's Corner. The ELA Team partners with the ELA Consultative Committee (ELACC) to provide instructional leadership with this monthly newsletter to support implementation of the Literacy Instruction Standards (LIS). Each Coach's Corner will feature and highlight a component of the LIS. Issues could include applicable PLC activities to guide discussion and planning of the LIS, coaching frames to inspire teacher autonomy and ownership, and voices from the field that speak to the efficacy of the LIS in practice. Issue 10: Observation & Assessment
Teachers use observation and assessment to intentionally gather data on students' literacy skills, provide feedback, analyze practices, make adjustments, and involve students in self-assessment. Teachers collaborate with specialists for additional assessments, instructional planning, and intervention support. This ongoing process guides the differentiation of literacy instruction at all levels to meet individual student needs.

Issue 11: Small Group
Utilizing small groups is an integral part of standards-based reading instruction and should focus on student mastery of learning objectives. When planning small groups, teachers should target students’ needs by selecting skills based upon observation and assessment, so instructional groups should be flexible. Additionally, preset structures support successful implementation of small group instruction. They should include explicit instruction and feedback, as well as different levels of support and scaffolding, as students move towards mastery.
