As we begin transitioning to the final months of the LETRS® statewide contract and balancing the Office of Early Learning’s support based on feedback, data and next steps we have updated and clarified roles regarding direct district support moving forward. Please take time to visit the updated OEL Org Chart (effective this month) as you seek specific support from the team.
OEL Early Literacy Consultant - Point of contact for K-5 LETRS and early literacy implementation within each assigned region. These individuals also serve as the primary state coach for the Early Literacy Specialists within each assigned region.
OEL Early Learning Consultant - Point of contact for Pre-K, Early Childhood LETRS implementation, NC Early Learning Inventory (NCELI) and Pre-K to K transitions.
OEL NC Literacy (LETRS) Facilitator - Point of contact for LETRS Professional Development, ELS facilitators’, and Local LETRS facilitators’ support within each assigned region.
Early Literacy Specialist - Point of contact for K-5 LETRS and early literacy implementation aligned to the science of reading within each assigned district.

Spring Transition to Kindergarten Meetings: April 16 and April 18
Registration is now open for the 2024 Spring Transition to Kindergarten Meetings.
Join NC DPI, the NC Head Start Collaboration Office, the Division of Child Development and Early Education (DCDEE), Smart Start, and the SERVE Center for an opportunity to learn and collaborate with your local early learning partners as we strive to improve transition practices across North Carolina. The agenda will focus on enhancing transitions into prekindergarten and kindergarten, engaging families in the transition process, and accessing updated resources.

Complete the NC TWC Survey by March 31
Your voice matters! On March 1, 2024, you should have received an email with a unique and anonymous direct link to the survey from NCTWC@adi.org if you are eligible to participate. This includes all classroom teachers (certified and non-certified) and licensed school-based educators (e.g., school counselor, school psychologist, social worker, media coordinator, instructional coaches, etc.). Click your email link to begin your survey. The survey has been reduced from 199 to 99 questions and should only take around 20 minutes. The survey can be completed any time before March 31, 2024. MOY RtA Benchmark Data Verification
The Office of Accountability and Testing will send each PSU their DIBELS® 8 MOY data in two separate files to PSU Accountability & Testing Directors/Coordinators by Monday, April 1, 2024. RtA PoCs will be notified by email with information about retrieving the files and directions for reviewing the data. A link to the response form will be included in the notification email.
RtA POCs are asked to review the data and complete the response form linked in the notification email no later than Friday, April 12, 2024. Please submit only one response per PSU. If inaccuracies are reported, the Office of Early Learning will work with the PSU and Amplify to resolve any issues.

2024-2025 Regional OEL Meeting Dates and Locations
Save the Dates! The dates for the 2024-2025 Regional OEL Meetings have been finalized and added as a second page of the current Regional OEL Meeting Schedule. This document will be updated to reflect the most recent locations as we move forward and, as always, it can be found at the bottom of each memo in the Links to Resources section. We look forward to the work ahead in our coming meetings!

Reading Retained Policy Reminder
The “Retention - Reading” label should not be used for students at the end of kindergarten, first, or second grades. The “Retained-Reading” label should only be set in PowerSchool in the following circumstances:
- Third graders who were non-proficient in reading only and retained in a third grade class.
- Third graders who were non-proficient in reading only, promoted to the 4th grade through the End-of-Year process, and placed in a 3/4 transition class should have their promotion status updated with the “Retention - Reading” label.
- Third graders who were non-proficient in reading only, promoted to the 4th grade through the End-of-Year process, and placed in a 4th grade accelerated class should have their promotion status updated with the “Retention - Reading” label.
Students who demonstrate third-grade reading proficiency during summer reading camp should have the “Retention - Reading” label removed at the end of the summer.

RtA Alternative Assessment
The Office of Early Learning is seeking information related to the RtA Alternative Assessment for planning purposes only. The purpose of this survey is to determine the interest and/or intent of PSUs to adopt and purchase Renaissance Star Reading, the RtA Alternative Assessment, for the 2024-2025 school year. An indication of interest or intent will not be viewed as a commitment to purchase.
Please complete the survey, linked below, to indicate your PSUs interest/intent by March 29, 2024.
While NCDPI covers the cost for the Read to Achieve statewide diagnostic assessment (DIBELS 8), the alternative assessment is optional and would be covered at the expense of the PSU.

New Resource: Pre-K Science of Reading (SoR) Alignment Tool
The North Carolina Pre-K SoR Alignment Tool:
- provides guidance regarding the alignment of curricula to the body of research referred to as the science of reading.
- can be used when selecting a curriculum that specializes in addressing the domains of language and literacy development and/or to evaluate the language and literacy component(s) of a more comprehensive curriculum that addresses whole-child development.
- informs stakeholders of the areas in the curriculum that need to be supplemented to achieve optimal alignment.

Community of Practice (CoP): Literacy and Language in Prekindergarten
Session 3 is March 26 at 3:30. Attending previous sessions is not necessary.
Teachers and leaders are invited to join a Community of Practice (CoP)! Gather virtually with other educators who are invested in supporting literacy and language development in prekindergarten classrooms across North Carolina. This series is for educators who are interested in a deeper dive while completing LETRS for Early Childhood Educators (EC), for educators who are looking for a review with strategies to use in the classroom, instructional assistants who are interested in learning more, and leaders who are supporting pre-k but may not be required to complete LETRS EC.

Their thoughtful questions and contributions related to the science of reading sparked meaningful conversations and provided valuable insights.
