The K-12 Education Legislative Update is taking a short Spring Break prior to the convening of the 2024 short session of the North Carolina General Assembly on Wednesday, April 24th.
The update will return on Friday, April 19th with lots of riveting K-12 education news.
Highlights
The Pilot - Matt Lamb | March 15, 2024: A New Approach Teaching Model Approved - Aberdeen Elementary, Southern Middle and Pinecrest High School will serve as test pilots in a new “Advanced Teaching Roles” program aimed at beginning to develop a non-traditional educational environment following a recently awarded state grant. After several attempts by Moore County Schools, the North Carolina Department of Public Instruction has awarded the school system $500,000, broken down into four school-year installments. The General Assembly has also kicked in state-funded salary supplements to be paid directly to select high-performing teachers to incentivize expedited implementation. The grant allocates $150,000 this school year and $166,666 each of the next three years. By 2028, the district hopes to have a fully self-sustaining program that can be implemented at schools across the district.
WUNC - Liz Schlemmer | March 19, 2024: NC public schools are testing for lead in drinking water with ‘once-in-a-generation’ funding - More than half of North Carolina public schools were built before the federal government began regulating lead and asbestos in new construction in the 1980s, putting today’s students at risk for lead exposure. Lead in drinking water is a health risk to young children and can cause intellectual and developmental issues. Asbestos is a known carcinogen. Now, with a large block of federal funding from the American Rescue Plan and allocated by the state, every one of the roughly 3,100 public schools in North Carolina this spring will be able to test for lead and asbestos.
- Schools can sign up online, receive training in collecting samples and mail them in for testing. All schools are required to enroll in the program by May 1.
Education Week - Alyson Klein | March 20, 2024 If TikTok Gets Banned, Will It Solve Schools’ Social Media Drama? - TikTok—the platform that’s both a classroom management nightmare and a conduit for teachers to connect with their students—could be on its way out the virtual door if many lawmakers in Washington have their way. The U.S. House of Representatives overwhelmingly approved a bipartisan bill March 13 that would lead to a nationwide ban of the popular social-media platform if its China-based owner doesn’t sell its stake in the company.
The 2024 North Carolina Teacher Working Conditions (TWC) Survey is open and will be available to take through April 5! Teachers should have received a direct link to the survey in their school email inbox.

The 2023 Year-Over-Year State Analysis Report indicates further progress toward the recovery thresholds, meaning that North Carolina schools are steadily continuing to recover from the pandemic with gains virtually across all grades and subjects. Two of 16 standardized assessments (EOG Reading Grade 3 and EOC English II) already show gains above the recovery thresholds.
On average, the data shows that North Carolina schools are showing signs of academic recovery in nearly every subject – with the strongest gains measured in EOG Reading Grade 3. Notable gains are also found in reading and math for grades 3-5 and science grade 5.

A new program is expected to provide food for nearly a million school children in North Carolina this summer. The North Carolina Department of Health and Human Services, in partnership with the North Carolina Department of Public Instruction, today announced its intent to administer the U.S. Department of Agriculture’s new Summer Electronic Benefits Transfer (S-EBT) Program known as "SUN Bucks."
Communications from NCDHHS and NC DPI will be sent to families this week alerting them to the new SUN Bucks program. If you receive a call, email or text from NCDHHS, please do not disregard. Families are encouraged to keep their contact information up to date with their child’s school and with their local Department of Social Services if receiving nutrition or other benefits, so they do not miss out on the potential SUN Bucks benefit.
Families who qualify for the SUN Bucks program will receive a one-time payment of $120 per eligible child for the summer period. SUN Bucks will be delivered to families on debit-like EBT cards for families to purchase groceries at retailers that accept EBT, including most major grocery stores in North Carolina."

The 2024 RISE Back to School Safety Summit – the Center for Safer Schools’ signature event – will be held in Wilmington from Monday, July 29-Friday, Aug. 2.

The Cohort 17 grant competition opened in CCIP on March 7, 2024, at 08:00AM EST and will close on April 23, 2024, at 12:00PM (NOON) EDT. The funding application must be submitted at least through ‘Draft Completed’ (i.e., error-free) by the closing deadline for review and/or evaluation. CCIP will not allow submissions after 12:00:01 PM (NOON) EDT on April 23, 2024.
